Job Responsibilities:
∎ Under direct supervision of SAFE Programme Manager and overall supervision of Transition and Recovery Coordinator, the successful candidate will be responsible for compiling periodic reports from all implementing agencies on behalf of the Programme Manager, verifying the accuracy and reliability of and analysing data collected. He/she works closely with other M&E personnel and SAFE programme teams to provide reliable information. Some of the specific tasks below;
∎ The incumbent will be assigned to inter alia, the following tasks:
∎ 1. Participate in the development a SAFE Plus Programme database;
∎ 2. Compile monthly, quarterly and annual reports;
∎ 3. Participate in the development of guidance and frameworks for M & E procedures, policies and processes that assist in institutionalizing and supporting M &E of the programme;
∎ 4. Assist in data management, programming designs, review of proposals and budgeting;
∎ 5. Assist in development of a data management system through documentation, implementation and coordination of standardized information flow of M&E activities and reports.
∎ 6. Together with the M&E focal of implementing agencies, provide M&E inputs for regular analysis and action planning meetings to (1) compare data against project milestones, targets, and quality expectations across project sites; (2) identify issues requiring further attention;
∎ 7. Present consolidated data to the Programme Implementation Committee and other stakeholders;
∎ 8. Provide technical guidance to implementation teams in data collection methodology and tools and systems;
∎ 9. Collaborate and coordinate with implementing agencies M&E focal points to identify M&E related needs, resourcing and standardization;
∎ 10. Serve as primary contact for SAFE on all data management matters;
∎ 11. Liaise with implementing agencies to facilitate lessons learning and dissemination of best practices;
∎ 12. Facilitate regular beneficiary feedback sessions and share the same with the Programme Manager and other stakeholders

Additional Requirements:
∎ At least six years' experience implementing M&E systems and programme reporting;
∎ • In depth experience with and knowledge of principles and current approaches to monitoring and evaluation in relief and development programs, using both quantitative and qualitative methods;
∎ • Understanding of data and information needs for program management and decision making;
∎ • Proven abilities in developing monitoring plans, data collection, information management, use of databases, and analysis and performance monitoring;
∎ • Experience in facilitating the capacity building efforts of diverse with demonstrated ability to transfer knowledge to diverse audiences through training, mentoring and other formal and non-formal methods;
∎ • Experience in designing survey and research tools, organizing and delivering training workshops, managing community mobilization and advocacy activities;
∎ • Excellent interpersonal, written and verbal communication skills;
∎ • Strong analytical skills (qualitative and quantitative);
∎ • Excellent one to one and group communication /information presentation skills
∎ • Excellent database, data management and data analysis skills, with experience using at least 2 software applications such as Microsoft Excel, Access, SPSS, STATA, Epi-data, Epi-Info including other MS Office (Word, Outlook, PowerPoint)
∎ • Knowledge and or experience in Cox's Bazar is an added value.
