Job Responsibilities:
∎ Under the strategic direction and overall supervision of the Senior Coordinator, the direct supervision of the Cash Working Group Coordinator, and working closely with the relevant team leader and units, the National Coordination Officer (Cash) supports the ISCG in the coordination of response that involves transfer of cash and vouchers assistance to beneficiaries, rather than in-kind assistance. The incumbent will work in close collaboration with the local humanitarian and development agencies at both technical and operational levels. This will require liaison with humanitarian and development agencies, central and local authorities, as well as other actors across areas of operation (central and local levels), to ensure effective and harmonized cash response. S/he will be based in Cox's Bazar and will travel to field locations as required.
∎ Summary of key functions:
∎ 1. Provides effective support to coordination of cash and voucher response and step in to lead the cash and voucher coordination role as needed;
∎ 2. Provides/analyses/disseminates relevant information on cash activities, in close consultation with stakeholders, and facilitates knowledge sharing;
∎ 3. Support to develop key products/reports from Cash Working Group.
∎ Provides effective coordination of cash response:
∎ 4. Supports the Cash Working Group Coordinator to Chair the Working Group, including provision of secretariat support including agenda setting, meeting logistics, substantive preparation, minute taking and dissemination;
∎ 5. Chair the CWG meetings in the absence of the Working Group Coordinator;
∎ 6. Supports the Cash Coordinator in maintaining an up-to-date, accurate view of all cash and market based programming in the response, for both refugees and host communities, including updating and maintaining the CWG information sharing platform/dashboard;
∎ 7. Supports information collection and development of information products such as the 'who does what where' database and resulting map products in collaboration with the ISCG information management unit;
∎ 8. Analyses overlaps, gaps and operational challenges;
∎ 9. Drafts internal/external reports/analysis/translation of the cash and voucher response as required;
∎ 10. Drafts guidance documents, briefs and other documents as required;
∎ 11. Establishes/maintains effective communication and information sharing, including translation when required, on a regular basis with stakeholders, including Government officials, UN agencies, NGOs, and Sector Coordinators to foster coordination in cash/voucher based preparedness and response efforts;
∎ 12. Suggests corrective actions for identified gaps and operational challenges, and ways to ensure inclusion of cross-cutting issues, such as gender mainstreaming, environmental sustainability, etc;
∎ 13. Provide technical guidance to CMWG members and Sector Coordinators when and where required;
∎ 14. Engage with local authorities (if needed) and support to different advocacy initiatives, for cash and market based programming where considered most appropriate based on evidence;
∎ 15. Support to identify capacity building needs for CWG members and their implementing partners;
∎ 16. Deliver technical presentations, technical trainings etc as required, including focus on best practice in cash and market programming;
∎ 17. Contributes to knowledge networks and communities of practice
∎ 18. Provides/elaborates/disseminates and translation of relevant information on cash activities, in close consultation with stakeholders, and facilitates knowledge sharing
∎ 19. Any other duty as assigned.
Additional Requirements:
∎ Minimum 2 years of progressively responsible professional experience in experience in the field of humanitarian/recovery affairs, knowledge on humanitarian cash and voucher response, global policies and guidelines related to humanitarian/recovery affairs and humanitarian reform
∎ Ability to write clearly and concisely in English and Bengali including verbal translations. Knowledge of Chittagonian and/or Rohingya language is a strong advantage.
∎ Strong computer skills. Proven high-level representation skills, such as speaking at meetings and providing situational analysis. Proven capacity to work effectively in small teams.
∎ Experience working in humanitarian/recovery cash, voucher, market-based projects at the field level, experience in coordination highly desirable.
∎ Experience working in complex settings that requires sound judgment, and operational flexibility.
∎ Previous experience in a similar capacity with humanitarian agencies, in particular the UN, preferred
