Responsibilities & Context:

Since January 2017, CODEC has been continuing its journey with the School Feeding Programme for disadvantaged Rohingya refugee children through its Learning Centers in the refugee camps of Ukhiya& Teknaf Upazila under Cox’s Bazar district. Through CODEC–WFP School Feeding Programme, children receive Micro-Nutrient Fortified Biscuits at Learning Centers every day.

Community Development Centre(CODEC) invites application for the following position from the potential Bangladeshi nationals for implementing ''School Feeding Programme(SFP)'' funded by World Food Programme(WFP) & located at Ukhia in Cox's Bazar District.

Monitoring & Reporting Officer will be responsible for tracking project progress, collecting field data, analyzing information, and preparing reports to support Programme implementation, decision-making, and donor compliance as per the School Feeding Programme rules. He/ She will:

  • Work under the supervision of the Project Coordinator/ Deputy Project Coordinator to support monitoring activities, impact assessment and development of monitoring tools. M&E matrix and technical standards for the project in consultation with relevant staff.
  • Develop tracking sheets for all project activities, ensuring data validation and measuring progress against planned outputs.
  • Prepare monitoring plans and capturing both quantitative and qualitative data as required.
  • Ensure all data collection tools are adequate, contextualized, and relevant for measuring progress against log-frame indicators.
  • Organize M&E-related training for staff to strengthen capacity through participatory methods, coaching, and mentoring support.
  • Attend cluster meetings regularly, present M&E progress, and share feedback on data collection processes.
  • Provide technical support for effective data collection, tool refinement, and process monitoring.
  • Support Programme staff to ensure timely and consistent reporting of activity outputs, outcomes, and overall Programme impact.
  • Prepare case studies/success stories and Learning Center (LC) data updates on a monthly basis.
  • Prepare Weekly LC Coverage reports, Weekly Programme Updates, and Monthly Programme Reports.
  • Participate in field-level activities, evaluate program implementation, and document reports for events and activities.
  • Submit monthly monitoring reports based on LC visits and store-cum-office observations.
  • Prepare and update reports on Partner Connect and provide necessary assistance for online reporting.
  • Regularly upload and submit all required reports through the designated Google Drive link.
  • Conduct internal studies on Programme interventions and share findings with Management.
  • Ensure and maintain a computerized database of Learning Centers under the School Feeding Programme.
  • Conduct performance trend analysis of SFP interventions.
  • Monitor Programme activities using KOBO Toolbox through Tablet/Smartphone.
  • Prepare Loss/Damage Reports as required.
  • Prepare and submit monthly DC Office Reports to project management.
  • Prepare and follow up on quarterly PDM (Post Distribution Monitoring) reports and submit them to project management.
  • Prepare monitoring data, lessons learned, and success stories from targeted areas for both internal and external sharing.

Other Responisibilities:

  • Assist in planning, designing, and implementing project activities, including compilation of quarterly action plans.
  • Contribute to the Programme strategic planning process, particularly related to Monitoring & Evaluation (M&E) aspects.
  • Support capacity building of Programme staff by facilitating training on monitoring tools, techniques, and methodologies.
  • Facilitate capacity building and orientation for Programme personnel to enhance understanding and effectiveness of the School Feeding Programme.
  • Share feedback and monitoring findings for improvement.
  • Assist in organizing coordination meetings, workshops, and review sessions
  • Ensure Programme implementation follows FLA, donor guidelines, safeguarding, and quality standards.
  • Monitor beneficiary feedback, complaints, and community engagement indicators.
  • Maintain liaison with camp office level GoB/NGO officials, local elite and other key formal and informal leaders in the area.
  • Ensure the safety of team members (in respect to Prevention of sexual exploitation and abuse - PSEA) from any harm, abuse, neglect, harassment, and exploitation to achieve the programme's goals on safeguarding implementation.
  • Act as a key source of support, guidance, and expertise on safeguarding for establishing a safe working environment.
  • Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
  • Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.
  • Maintain liaison with camp office level GoB/NGO officials, local elite and other key formal and informal leaders in the area.
  • Ensure the safety of team members (in respect to Prevention of sexual exploitation and abuse - PSEA) from any harm, abuse, neglect, harassment, and exploitation to achieve the programme's goals on safeguarding implementation.
