Job Context:
∎ Objective: Contribute to the implementation of Sudokkho`s Monitoring and Results Measurement (MRM) system
∎ Period :1st October 2019 to 31st March 2021
∎ Location: Dhaka with regular field work at locations throughout Bangladesh
∎ Reports to: Monitoring and Results Measurement Lead


∎ Sudokkho operates a comprehensive MRM system. The MRM department is responsible to keep the MRM system updated, to facilitate the application of MRM tools and instruments, to analyse and report on MRM information and to produce and deliver useful information to the project team for steering and informed decision making. The MRM department is headed by the MRM Lead. To carry out its MRM tasks, Sudokkho will recruit an MRM Coordinator to which this term of reference relates.

Job Responsibilities:
∎ Sudokkho's MRM systems has the following key elements
∎ Logframe, illustrating the targets as agreed between Palladium and DFID.
∎ The Theory of Change (ToC) that informs Sudokkho on its strategic direction and the systemic changes it aims to address.
∎ Results Chains (RC) per intervention
∎ Activity planning and monitoring system, including work plans (WP).
∎ A results planning and monitoring system, including a comprehensive measurement plan relevant to each results chain, a Trainee Measurement System (TMS), a Stakeholders Assessment System (SAS), a Qualitative Reflection System (QRS), tracer study, interim impact assessment and impact assessment
∎ Progress reporting system, that includes various reports, including the quarterly and annual progress reports
∎ The MRM Coordinator form together with the MRM Lead and MRM officers a team that oversees and facilitates Sudokkho's entire MRM system of which the key elements are mentioned above. Key responsibilities within this team are:
∎ MRM Lead: Final responsible for the well-functioning of all MRM related tasks and duties; Guiding the MRM team; Coaching the MRM coordinator and officers; reporting to the project's executive team.
∎ MRM Coordinator: Under the supervision of the MRM Lead, the MRM coordinator is responsible for implementing the Sudokkho MRM system. The MRM coordinator must ensure that all the MRM related tasks and duties are performed on time with quality; supervise the MRM officers and follow-up with the assigned tasks; Plan and execute various kind of studies, supervise in collecting and analyzing information, provide management information to the executive management team and provide necessary input to the reports on a regular basis.
∎ MRM Officer 1 - As the MRM focal of strategic component which comprises PTP and ISC, takes overall responsibility of all MRM related tasks which include development of Results chain, defining qualitative and quantitative indicators, preparing monitoring and results measurement plan, establishing baseline, projecting results, collecting and maintaining data through online based MIS, ensuring the quality of the data, designing and conducting research, capturing learnings and reviewing strategy and portfolio of interventions.
∎ MRM Officer 2 - The MRM officer will perform similar tasks in the strategic component 2 which comprises IBT and TCSP.
∎ Overall responsibilities, duties and tasks of the MRM Coordinator:
∎ The MRM Coordinator will be engaged with the following responsibilities, duties and tasks:
∎ Guide the MRM officers who support the MRM process in the assigned implementation teams
∎ Support the MRM Lead in the development and implementation of MRM systems
∎ Support the MRM officers in developing intervention plans for all interventions under the project portfolio
∎ Support the MRM officers to ensure that MRM plans stipulated in intervention plans are implemented
∎ Provide training to the relevant project partners on online data entry, data submission, editing and reporting
∎ Orient MRM Officers, Project Officers, partner staffs on data collection tools, indicators and reporting formats
∎ Design and Implement surveys and studies to meet information need of the programme
∎ Handling databases and analyze data using MS Excel or statistical software such as Stata and SPSS
∎ Partake and lead research to verify the information collected through MIS as well as to collect additional information useful for programme implementation and strategy revision
∎ Take lead in developing case studies, intervention notes, impact assessment report and strategic documents
∎ Provide necessary assistance in formulating quarterly reports, annual reports, annual work plan, special studies and other similar documents.
∎ Process lesson learned and disseminate them through appropriate channels
∎ Liaise with co-facilitators, sub facilitators, partners, external evaluation/ review/ assessment teams to carry out the functions mentioned above
∎ Prepare MRM Qualitative and Quantitative data collection tools and reporting formats
∎ Carry out field visit to verify MRM information and as part of that
∎ facilitate training for staff of Sudokkho partners on MRM activities.
∎ Contribute to systematic evaluation of current and anticipated data flows and needs between trainees, providers, employers and external stakeholders
∎ Quality assurance of all monitoring operations through data validation and verification visits
∎ monitoring data entry procedures and troubleshooting
∎ Work closely with Project Officers to collect continuous data for tracking trainees data from partners

Additional Requirements:
∎ Extensive knowledge on qualitative and quantitative research techniques
∎ Excellent command in MS office (particularly MS Excel) and different data analysis software
∎ Good understanding and knowledge in terms of cross cutting issues such as Gender, social inclusion, communication etc.
∎ Capable of designing and conducting research independently
∎ Capable of supervising developing data collection tools
∎ Excellent negotiation, problem solving and relationship skills
∎ Proven familiarity in working with planning and monitoring systems.
∎ Excellent communication in English and Bangla.
∎ Strong analytical and organisational skills, and proven reporting skills. Willingness and ability to travel extensively in the field.

∎ Familiarity with the DCED standard will be considered as an asset
