∎ JOB PURPOSE: Work as the focal point for Monitoring and Evaluation of all the projects run under the Emergency Response Window (ERW) of Climate Bridge Fund Secretariat
∎ SAFEGUARDING RESPONSIBILITIES
∎ Ensure the safety of team members from any harm, abuse, neglect, harassment, and exploitation to achieve the goals of the fund secretariat on safeguarding implementation. Act as a key source of support, guidance, and expertise on safeguarding for establishing a safe working environment.
∎ Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
∎ Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.
Job Responsibilities:
∎ Lead role of developing M&E Systems i.e., M&E Framework, monitoring tools, update MIS for the projects to have systematic data collection, management, and packaging. Compute, maintain and update M&E information database and analysis
∎ Support a comprehensive and detailed monitoring of project activities throughout all stages of the implementation on a regular basis.
∎ Support the implementation of monitoring mechanisms including, but not limited to, project-level M&E plans, data collection tools, site visit notes, needs assessments, baseline and endline evaluations.
∎ Develop and implement beneficiary counting systems and its management
∎ Monitor financial, environment and social safeguarding and programmatic complacence at project and fund level to support management decisions
∎ Undertake regular visits from the targeted areas and coordinate to support monitoring, evaluation, impact assessment processes and accountability processes
∎ Support partners to design and implement capacity building initiatives on M&E issues.
∎ Conduct learning and reflection sessions with stakeholders/community and ensure documentation.
∎ Prepare periodic progress reports, MIS reports, study and survey report, success case study and field visit reports
Additional Requirements:
∎ The Specialist must have the ability to plan, organize and execute complex MEL activities, including the ability to provide technical leadership and apply this ability to programming
∎ The Specialist must have the ability to issue precise and accurate factual reports using rigorous analytical and interpretive skills.
∎ Excellent communication skills both writing and speaking, especially in being able to communicate technical subjects to individuals with nontechnical background.
∎ This role requires the ability to respond professionally and adjust in rush situations in order to meet deadlines in the face of competing priorities and time pressures.
∎ Writing skill specially different types of reports.
∎ Advance skill in IT (MS Word, Excel, Power Point, internet, etc.) is required
∎ The Specialist must have in depth, professional-level knowledge of development approaches and methods for performance analysis, data visualization, and program design, monitoring and evaluation.
∎ The Specialist must have excellent knowledge of MEL systems, and donor operations in the sector.
∎ The Specialist must have knowledge and understanding of the economic, political, social, and cultural characteristics of Bangladesh; development problems in the climate change priorities
∎ Strong interpersonal and communication skills
∎ Proactive, highly motivated, and able to use initiative to a significant degree
∎ Ability to think creatively
∎ Ability to carry out assigned tasks with minimum supervision
