Job Responsibilities:
∎ Support to development of log frames for the new projects and ensure that the sectors have MEAL framework in line with BRAC HCMP MEAL strategy
∎ Support to develops the MEAL plan/Framework for the Rohingya Response and Cox’s Bazar office, and rolls out accordingly
∎ Support to develop the emergency response programme monitoring and implements Humanitarian Response master log frame/results framework;
∎ Support Sectors in designing and implementing award-specific MEAL plans;
∎ Develop IPTTs for projects in Cox’s Bazar Office (including Rohingya Response) and ensure update regularly;
∎ Support to develop Quality Benchmarks for each award projects and roll out through context-appropriate that support the improved quality of programming;
∎ Support MEAL officers to bring together data and findings from projects to form a coherent basis for analysis and lessons learned to inform programme design;
∎ Develop appropriate tools and methods to monitor, measure and evaluate the effectiveness and results/impact of different sectors, as well as their adherence to the Common Humanitarian Standard
∎ Support to ensures that MEAL and other program staff have a clear understanding about program accountability to communities through training and coaching
∎ Support to enhances the Accountability system in Rohingya Response so that it is more comprehensive, context-appropriate, and action-oriented (in terms of both supporting improved programming and closing the feedback loop)
∎ Support Needs Assessments in CXB office.
∎ Ensure all awards project in the HCMP have the baseline data to determine programme impact.
∎ Provides technical support to sectors in the Cox’s Bazar humanitarian response programs for different studies. Conduct regular independent reviews at the response level and makes recommendations on related changes;
∎ Support to coordinates with MEAL team and programme staff to ensure that lessons learned from Monitoring, Evaluation and Accountability initiatives are properly documented and are incorporated into project implementation and design;
∎ Ensures project findings from monitoring activities, anonymized and summarized analysis of Complaint Response Mechanism data and any relevant project updates are communicated in an accessible way (according to CHS-Core Humanitarian Standard)
∎ Capture learning from the humanitarian response and development programme in Cox’s bazar share knowledge and experience, and make it accessible throughout the organization
∎ Maintain regular coordination with sectors and MEAL staffs
∎ Capacity development of Sr. MEAL Officers: need assessment, planning, conduct training, follow up.
∎ Provide day-to-day direct line management, including manage and define expectations; delegation of roles, responsibilities, and tasks among the team; provide technical guidance and support to the team as needed.
∎ Provide technical supportive supervision of the sector MEAL staff through regular contact, field visits and meetings.
∎ Undertake performance management, including setting of annual goals and quarterly deliverables, undertaking quarterly reviews, and provision of feedback to ensure delivery of results
∎ Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the programme's goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
∎ Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
∎ Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so
