Responsibilities & Context:

Job Summary:

Reporting to the Chief Executive Officer for the integration of procurement activities leading to optimal medicare delivery, medicine, equipment and parts supply, inventory investment, and cost. He/She plans, coordinates, and administers the strategic goals of procurement in order to meet Ibrahim Cardiac’s mission of patient care, research and education. He/She is responsible for developing and implementing strategies and initiatives to add value throughout the procurement chain, influencing both internal and external environments.

Essential Functions:

The essential duties and responsibilities related to this position are:

  1. Establish policy, organizational structure, staff and procedure to ensure effective purchasing, receiving, storage, retrieval, delivery, and inventory accounting systems for all medicine, disposables, and services used by the departments of Ibrahim Cardiac.
  2. Develop and implement operating systems to derive functional excellence throughout the procurement chain that includes planning, foreign and local buying, inventory holding and purchase prices.
  3. Provide strategic direction for hospital wide procurement efforts; participate with the top management team of Ibrahim Cardiac in establishment, communication and implementation of business goals. Establish business targets of cost saving.
  4. Determine fiscal requirements of office and prepare budgetary recommendations; monitor, verify, and reconcile expenditure of budgeted funds.
  5. Ensure that needs for hospital constituents are met; take appropriate actions by coordinating the implementation of contract negotiation, communication with suppliers or modifying procedures to ensure delivery of best possible medicare.
  6. Negotiate contracts with suppliers to gain appropriate savings, and service levels. Ensure that all legal requirements of the Ibrahim Cardiac & DAB are met. Manage relationship with external contacts, including removing obstacles to ensure optimal team performance.
  7. Ensure optimal customer service is provided to all constituents of Ibrahim Cardiac; facilitate changes to the process as needed; participate in the planning and implementation of strategic goals for the entire procurement team.
  8. Plan, co-ordinate and implement Ibrahim Cardiac wide communications plan used to inform all employees about the procurement process initiatives, procedures and impact.
  9. Conduct survey of the internal and external customers to assess to process and team performance; benchmark other hospitals for process ideas and/or improvements.
  10. Ensure functionality of procurement software and hardware systems. Resolve operational issues; implement changes as necessary.
  11. Ensure that the programmes and processes involved in the procurement chain are operating smoothly including implementation of training.
  12. Assumes responsibility for overall operation of the pharmacy department. Handles and orders narcotics for Ibrahim Cardiac. Maintains adequate supply of medicine and drugs. Coordinates the pharmacy function with the nursing service and medical staff. Visits nursing units at least once a monthly to identify and outdated medication. Ensures that the pharmacy has 24-hour coverage.
  13. Monitor and communicate team goals and achievement of goals on a regular basis.
  14. Identify training needs of staff; provide or secure training for team members; strengthen the mix and level of skills within the team.
  15. Prepare and coordinate preparation of reports, analyse progress and any adverse trends and prepare conclusions and recommendations.
  16. Perform other related duties incidental to the work described herein.
