Responsibilities & Context:
1. Supply Chain Strategy & Planning
• Lead overall procurement and supply chain planning aligned with organizational and project requirements.
• Develop procurement strategies for local and international sourcing.
• Ensure availability of materials, machinery, and services within project timelines.
• Establish standardized procurement procedures and operational controls.
2. Foreign Procurement & Import Management
• Oversee international procurement activities and supplier coordination.
• Supervise shipment planning with foreign principals and freight forwarders based on delivery deadlines.
• Ensure proper execution of import processes including:
• Letter of Credit (L/C)
• TT payments
• Purchase contracts
• Bank guarantees and shipping guarantees.
• Monitor import documentation processing, bank negotiation, and document retirement.
• Ensure compliance with Customs, CCIE, BIDA/BOI, and regulatory requirements.
• Supervise customs clearance activities through C&F agents.
• Monitor shipping status and ensure timely release of imported goods.
3. Local Procurement & Strategic Sourcing
• Lead sourcing and procurement of local materials, equipment, and installation items.
• Approve supplier selection and negotiation strategies.
• Ensure competitive pricing and quality procurement.
• Develop reliable vendor networks and long-term supplier partnerships.
• Implement cost-effective sourcing strategies supporting operational efficiency.
4. Logistics & Project Supply Coordination
• Oversee inbound logistics, transportation, and delivery of project materials.
• Coordinate with Project Managers and Engineers for material deployment.
• Ensure smooth transportation of project machinery and equipment to sites.
• Monitor installation logistics and supply readiness across project locations.
5. Vendor Management
• Develop and maintain approved vendor database.
• Lead supplier negotiations ensuring favorable commercial terms.
• Monitor vendor performance, delivery reliability, and service quality.
• Coordinate with Contract Management and Finance teams on procurement agreements.
6. Banking, Compliance & Regulatory Management
• Coordinate with Finance to ensure credit facilities before L/C opening.
• Ensure accurate submission of procurement and import documentation to banks.
• Oversee VAT documentation and compliance with NBR regulations.
• Ensure audit-ready procurement documentation and regulatory compliance.
7. Cost Control & Budget Management
• Control procurement expenditure within approved budgets.
• Identify cost-saving opportunities and procurement efficiencies.
• Promote long-term savings through strategic sourcing and framework agreements.
• Review procurement analytics and pricing trends.
8. Reporting & Process Governance
• Prepare procurement performance and supply chain status reports.
• Monitor procurement KPIs and operational risks.
• Establish documentation control and procurement tracking systems.
• Support internal and external audit requirements.
9. Team Leadership & Development
• Lead and supervise Supply Chain & Procurement team members.
• Allocate responsibilities and monitor performance.
• Develop team capability in procurement, import operations, and logistics.
• Ensure coordination across cross-functional departments.
