Position Summary:
The General Manager – Procurement will lead and oversee all procurement, sourcing, tendering, contract management, vendor development and supply chain activities for the Reputed University's academic and administrative operations as well as the Real Estate Development business. The incumbent will be responsible for ensuring transparent, cost-effective, timely, and compliant procurement practices while maintaining quality standards and supporting organizational growth objectives. The role requires strong leadership in strategic sourcing, construction procurement, supplier relationship management, and procurement governance.
Key Responsibilities:
1. Strategic Procurement & Planning
Develop and implement procurement strategies aligned with organizational objectives.
Prepare annual procurement plans, budgets, and sourcing strategies.
Identify cost-saving opportunities through strategic sourcing and supplier negotiations.
Analyze market trends, commodity pricing, and supply risks.
Drive procurement transformation and process improvements.
2. University Procurement Management
Laboratory equipment and scientific instruments
Academic and research equipment
Library resources and subscriptions
IT hardware, software, and networking equipment
Furniture, fixtures, and office supplies
Facility management services
Coordinate with academic, administrative, and support departments.
Support campus expansion and infrastructure development projects.
Ensure compliance with University Grants Commission (UGC) guidelines and institutional procurement policies.
3. Real Estate & Construction Procurement
Civil construction materials
Steel, cement, and finishing materials
MEP (Mechanical, Electrical & Plumbing) systems
Elevators, generators, HVAC systems
Interior and fit-out materials
Contractor and subcontractor services
Ensure uninterrupted material supply for ongoing projects.
Monitor project procurement schedules and delivery timelines.
Participate in project budgeting and cost-control initiatives.
4. Vendor Development & Relationship Management
Develop and maintain a robust supplier database.
Evaluate and qualify vendors based on quality, cost, delivery, and compliance.
Conduct supplier performance reviews and audits.
Establish long-term strategic partnerships with key suppliers and contractors.
Resolve supplier disputes and performance issues.
5. Financial Control & Cost Optimization
Manage procurement budgets and expenditure.
Monitor procurement savings and cost-avoidance initiatives.
Ensure optimum inventory levels and stock management.
Prepare procurement cost analyses and management reports.
Support finance teams in budgeting and forecasting activities.
6. Governance, Compliance & Risk Management
Ensure compliance with company policies, regulatory requirements, and procurement best practices.
Establish procurement SOPs, controls, and approval frameworks.
Maintain procurement documentation and audit readiness.
Identify procurement and supply-chain risks and implement mitigation plans.
Ensure ethical, transparent, and accountable procurement practices.
7. Leadership & Team Management
Lead and mentor procurement, logistics, and inventory teams.
Set departmental objectives and performance targets.
Build a high-performance culture focused on accountability and continuous improvement.
Develop succession planning and employee capability-building initiatives.
