Experience:
Bachelor's degree in Business Administration, Management, Supply Chain Management, Procurement, Commerce, or a related discipline.
Experience
At least 1–2 years of experience in procurement, logistics, or administration, preferably with an NGO or development project.
Knowledge of NGO procurement policies, procedures and documentation and donor compliance requirements.
Familiarity with procurement methods (RFQ, RFP, ITB, direct procurement, framework agreements, etc.).
Good negotiation, organizational, and communication skills.
Proficiency in Microsoft Office applications, particularly Excel and Word.
Ability to work under pressure and meet deadlines while maintaining a high level of integrity and accountability.

Rights Jessore is a leading human rights organization in Bangladesh committed to the protection, promotion, and advancement of human rights and human dignity. Since its establishment in 1991, the organization has been working extensively to prevent human trafficking and provide comprehensive protection, rehabilitation, repatriation, and reintegration support to trafficking survivors, vulnerable migrants, women, and children.
In this regard, with technical and financial support from the International Organization for Migration (IOM), Rights Jessore is implementing a six-month project in three different districts (Faridpur, Madaripur and Shariatpur) namely “CINEMARENA-the itinerant education and information programme raising awareness on socio-economic opportunities and promoting empowerment in Bangladesh, as alternatives to irregular migration”. The project aims to raise awareness of the risks associated with irregular migration, promote safe and regular migration pathways, and empower communities through sustainable socio-economic opportunities. In this regard, Rights Jessore invites applications and looking for suitable candidates for an immediate appointment for below mentioned positions.
The Procurement & Logistic Officer will support the efficient implementation of project activities by ensuring timely, transparent, and cost-effective procurement of goods and services in compliance with the organization's procurement policies, government and donor requirements. The position will work closely with the Project Coordinator, Finance, and Administration teams of the organization to facilitate project implementation.
Position reports to: Admin & Accounts Officer and finally Manager Finance & Accounts
Job Location: Based in Jashore, with frequent visits to the three project districts.
Major Job Description / Responsibility
Procurement Planning and Implementation
Assist in preparing and implementing the project procurement plan in line with approved work plans and budgets.
Receive and process purchase requisitions from project staff for training, awareness, business support, and office activities.
Ensure all procurement processes comply with organizational policies, donor regulations, and applicable government rules.
Maintain a procurement tracking system to monitor the status of all procurement activities.
Procurement for Training and Events
Procure training materials, stationery, visibility items, educational supplies, and other resources required for capacity-building activities.
Coordinate procurement for training events involving teachers, aspiring migrants, journalists, Union Digital Center (UDC) entrepreneurs, and other stakeholders.
Arrange venue booking, catering, transportation, audio-visual equipment, and other logistical requirements for project meetings, workshops, and training sessions.
Ensure timely delivery of all goods and services required for project events.
Supplier and Vendor Management
Identify and maintain a database of qualified suppliers and service providers.
Obtain quotations, conduct price comparisons, and prepare bid evaluation documents in accordance with procurement procedures.
Prepare purchase orders, service agreements, and other procurement documentation.
Maintain effective communication with vendors to ensure quality service and timely delivery.
Business Support Procurement
Support the procurement of equipment, tools, materials, and other approved business support items for 60 selected potential migrants.
Ensure that procurement of business support packages follows approved beneficiary selection criteria and project guidelines.
Coordinate with project staff during the distribution of business support items and maintain complete documentation.
Coordination for Vocational Training Referrals
Coordinate with project staff to procure any materials or services required for vocational training referral activities.
Liaise with government and non-government vocational training institutes when procurement-related support is required.
Maintain records of procurement related to referral and skills development activities.
Documentation and Compliance
Maintain complete procurement files, including requisitions, quotations, comparative statements, purchase orders, invoices, delivery notes, and payment documents.
Ensure all procurement records are properly filed and readily available for internal and external audits.
Prepare procurement reports and procurement status updates as required.
Financial Coordination
Work closely with project, finance, and administration staff to ensure timely procurement support.
Verify invoices and supporting documents before submission for payment.
Monitor procurement expenditures to ensure they remain within approved budget allocations.
Ensure transparency, accountability, and value for money throughout all procurement processes.
Perform any other procurement- and logistics-related duties assigned by the Project Manager or management.
