Education:

  • Professional qualifications or certifications in accounting, finance, procurement, or administration (e.g., CA Course, CMA, ACCA, or equivalent) will be an advantage.

Experience

  • Minimum of 3 years of progressively responsible experience in finance, accounts, administration, and logistics management, preferably with national or international NGOs, UN agencies, or donor-funded development projects.

  • Demonstrated experience in financial management, budgeting, bookkeeping, financial reporting, procurement, inventory management, and administrative support.

  • Experience in organizing financial and logistical arrangements for training, workshops, meetings, and field activities.

  • Sound knowledge of accounting principles, financial management practices, and internal control systems.

  • Good understanding of donor financial compliance requirements, organizational financial policies, and Government of Bangladesh regulations related to VAT, Tax, and financial reporting.

  • Proficiency in accounting software (such as Tally, QuickBooks, or other financial management systems) and excellent computer skills, particularly in Microsoft Excel, Word, and PowerPoint.

  • Excellent analytical, problem-solving, and time management skills, with the ability to manage multiple tasks and meet deadlines.

  • Good communication and interpersonal skills, with the ability to work effectively with project staff, government officials, vendors, and other stakeholders.

  • Ability and willingness to travel frequently to project districts to provide financial, administrative, and logistical support.

  • High standards of integrity, accountability, confidentiality, and commitment to organizational values and donor compliance.

  • Fluency in Bangla and good working proficiency in English, both written and spoken.



Responsibilities & Context:

Background:

Rights Jessore is a leading human rights organization in Bangladesh committed to the protection, promotion, and advancement of human rights and human dignity. Since its establishment in 1991, the organization has been working extensively to prevent human trafficking and provide comprehensive protection, rehabilitation, repatriation, and reintegration support to trafficking survivors, vulnerable migrants, women, and children.

In this regard, with technical and financial support from the International Organization for Migration (IOM), Rights Jessore is implementing a six-month project in three different districts (Faridpur, Madaripur and Shariatpur) namely “CINEMARENA-the itinerant education and information programme raising awareness on socio-economic opportunities and promoting empowerment in Bangladesh, as alternatives to irregular migration”. The project aims to raise awareness of the risks associated with irregular migration, promote safe and regular migration pathways, and empower communities through sustainable socio-economic opportunities. In this regard, Rights Jessore invites applications and looking for suitable candidates for an immediate appointment for below mentioned positions.

Admin & Accounts Officer will be responsible for ensuring efficient financial management, administrative support, logistics coordination, and compliance with organizational policies and donor and government requirements. The Admin & Accounts Officer will work closely with the Project Coordinator, District Program Officers, and the Finance and Administration Unit of the organization to facilitate the smooth implementation of project activities.

Position reports to: Manager Finance & Accounts

Job Location: Based in Jashore, with frequent visits to the three project districts.

Major Job Description / Responsibility

  • Maintain the project's financial records, including cash books, ledgers, journals, bank books, and financial registers, ensuring all transactions are accurately recorded and updated.

  • Prepare payment vouchers, verify supporting documents, process payments, and maintain proper financial documentation in compliance with organizational financial policies and donor requirements.

  • Monitor project expenditures against the approved budget and support budget tracking, forecasting, and financial reporting.

  • Prepare monthly, quarterly and yearly financial statements and reports in prescribed format, cash forecasts, bank reconciliations, and other financial reports as required by the organization and donor.

  • Ensure timely processing and documentation of payments related to vocational and skills training, stakeholder training, awareness sessions, coordination committee meetings, beneficiary support, and small grant disbursements.

  • Verify and maintain financial records related to participant allowances, venue rentals, transportation costs, training materials, and other project expenditures.

  • Maintain proper filing systems for financial, administrative, procurement, and project documents, ensuring all records are complete and readily available for internal and external audits.

  • Maintain attendance registers, leave records, movement registers, personnel files, and other administrative records for project staff.

  • Coordinate administrative and logistical arrangements for project activities, including training sessions, workshops, meetings, advocacy events, and field visits.

  • Support procurement processes for project goods and services in accordance with organizational procurement policies and donor guidelines, including preparing purchase requests, obtaining quotations, maintaining procurement records, and coordinating with vendors.

  • Maintain project inventory and fixed asset registers and ensure the proper use, maintenance, and documentation of project assets and equipment.

  • Liaise with banks, service providers, government offices, and other stakeholders on administrative and financial matters as required.

  • Ensure compliance with organizational policies, donor regulations, tax and VAT requirements, and other applicable government rules and regulations.

  • Provide administrative and financial support during internal and external audits, donor monitoring visits, and financial reviews.

  • Maintain close coordination with the Project Coordinator, District Program Officers, and organizational Finance and Administration teams to ensure the effective implementation of project activities.

  • Perform any other finance, administration, procurement, or logistics-related duties assigned by the Project Coordinator or senior management to support the successful implementation of the project.
