∎ General Functions:
∎ Under the overall supervision of the Programme Manager (IBM) of the International Organization for Migration (IOM) Bangladesh and direct supervision of the National Programme Officer, and in coordination with EURCAP ICT Project Officer based at IOM Regional Office in Brussels, the successful candidate will be responsible and accountable for support the planning, implementation and monitoring of all EURCAP project activities from an ICT perspective:
Job Responsibilities:
∎ 1. Working coherently with IBM team members, support the planning, implementation and monitoring of all EURCAP project activities from an ICT perspective in compliance with IOM internal policies and procedures as well as the requirements of the EU; carry out periodic status reviews, identify issues and inconsistencies and propose timely remedial action.
∎ 2. Prepare and review requirements, specifications, and technical design documents to provide timely and significant feedback and verify accuracy of related documents to ensure correctness and compliance with relevant guidance material.
∎ 3. Draft and compile project technical reports and updates for submission purposes in close coordination with the Programme Manager, Programme Officer and other relevant members.
∎ 4. Provide cross-functional support to the IBM Team in identifying and assessing existing identity and return data management solutions, conduct gap analysis related to the return processes and technical resources, and recommend information technology solutions across EURCAP support action titled "Supporting the EU - Bangladesh Standard Operating Procedures for the Identification and Dignified Return of Persons Without an Authorization to Stay" in Bangladesh.
∎ 5. Provide institutional guidance and support technical oversight of the architecture, design, development and testing of Bangladesh e-RCMS, including coordination of copyright and intellectual property aspects with relevant departments.
∎ 6. Through information analysis, understand existing return and identity management processes / biometrics of nationality verification, identifying gaps in existing resources, technical support requirements, human resources, and capacity building for the implementation of aforesaid EURCAP support action in Bangladesh.
∎ 7. Contribute to the development of and update standard operating procedures (SOPs), guidelines, policies, and capacity-building material, including identifying best practice and formulate lessons learned from projects to strengthen the Bangladesh Returnee Case Management System (RCMS) under the support action.
∎ 8. Create detailed, comprehensive and well-structured test plans, test cases, test scenarios and test data for the use during the testing phases of the development lifecycle, for new and existing software systems/products and identify, record, document thoroughly and track bugs during test of systems and perform thorough regression testing when bugs are resolved.
∎ 9. Develop and carry out user acceptance testing, integration testing and API testing across the platform of RCMS to meet user needs of all relevant authorities of the GoB and EU Member States.
∎ 10. Coordinate with team, consultants, developers, product managers of implementing partners and service providers including technical teams of government agencies, departments and/or ministries to identify system requirements and gap analysis.
∎ 11. Ensure that the issues, mistakes, and deviations from specifications are identified and corrected as outlined in technical specifications, track quality assurance metrics and stay up to date with testing tools and test strategies.
∎ 12. Review system and users' manuals, collect comments and feedback from users and coordinate with developers and service providers to address those in the manuals and provide training to all relevant authorities of the Government of Bangladesh and EU Member States in line.
∎ 13. Support effective project implementation; ensure regular monitoring as per agreed timelines; prepare project status and progress reports.
∎ 14. Ensure that the implementation of the information management systems and application adhere to Information Technology and Communication (ITC) Policies and Standards.
∎ 15. Identify gaps in data and information relevant to Immigration and Border Management (IBM) operations in Bangladesh and contribute to the preparation of project proposals aiming to address such needs. Advise the Programme Manager on migration related ICT platforms relevant to IOM's work and
∎ 16. Undertake duty travel related to project implementation as required and authorized by the COM.
∎ 17. Perform such other duties as may be assigned.
Additional Requirements:
∎ Minimum relevant proven working experience in the above-mentioned fields.
∎ Excellent drafting and reporting skills is a requirement.
∎ Expertise in writing clear, concise and comprehensive test plans, use cases, and documentation.
∎ Experience in software development and software quality assurance.
∎ Knowledge of software QA methodologies, tools, and processes and knowledge of SQL and scripting.
∎ Experience with tools used for data validation and comparison.
∎ Experience working in an Agile/Scrum development process.
∎ Broad range of migration related subject areas dealt with by the Organization; and,
∎ Knowledge of quality assurance terminology, methods, and tools.
∎ Excellent analytical, problem-solving, and decision-making skills.
∎ Demonstrated knowledge of testing best practices, version control practices and defect management practices.
