Job Responsibilities:
∎ Under the overall supervision of the Deputy Chief of Mission (Dev)/Snr. Programme Manager and the direct supervision of the Programme Manager (IBM) of the International Organization for Migration (IOM) Bangladesh and in coordination with EURCAP ICT Project Officer based at IOM Regional Office in Brussels, the successful candidate will be responsible and accountable for support the planning, implementation and monitoring of all EURCAP project activities from an ICT perspective.
∎ 1. In coordination with IBM Team members, support the planning, implementation and monitoring of ICT related activities, focusing on software deployment of the EURCAP project in Bangladesh in compliance with IOM internal policies and procedures as well as the requirements of the EU, in particular, the successful candidate shall be able to liaise with various counterparts (local providers, government agencies, etc.) to ensure the synchronization of activities and the technical adherence to the required standards.
∎ 2. Provide specialized technical support to the IBM Team in identifying and assessing existing identity and return data management issues, conduct gap analysis related to the technical (IT) aspects of the return processes.
∎ 3. Actively participate in discussions with relevant IOM colleagues as well as relevant stakeholders on possible technical solutions for beneficiaries as necessary according to EURCAP support action titled "Supporting the EU - Bangladesh Standard Operating Procedures for the Identification and Dignified Return of Persons Without an Authorization to Stay" in Bangladesh.
∎ 4. Coordinate with relevant stakeholders, including service providers, to create detailed, comprehensive, and well-structured test plans, test cases, test scenarios and test data for new and existing software systems/products and identify, record, document thoroughly and track bugs during test of systems and perform thorough regression testing when bugs are resolved.
∎ 5. In coordination with IBM Team members and other relevant stakeholders, including service providers, develop and carry out user acceptance testing, integration testing and API testing across the platform of RCMS to meet user needs of all relevant authorities of the GoB and EU Member States during the extended phase of the project.
∎ 6. From the ICT perspective, support the Programme Manager and other team members to review the systems and users' manuals, collect comments and feedback from users and coordinate with developers and service providers to address those in the manuals and provide training to relevant authorities of the Government of Bangladesh and EU Member States in line.
∎ 7. Draft and compile technical reports on ICT related activities with focus on deployment, customization, maintenance and technical issues/solutions of software applications.
∎ 8. Identify gaps in data and information relevant to Immigration and Border Management (IBM) operations in Bangladesh and contribute to identifying IT related needs for future project development and expansion of the scope.
∎ 9. Support effective project implementation, ensure proper execution as per agreed timelines, and provide necessary inputs in project status and progress reports that are prepared by Programme Manager.
∎ 10. Undertake duty travel related to project implementation.
∎ 11. Perform such other duties as may be assigned.
Additional Requirements:
∎ Minimum relevant proven working experience in the above-mentioned fields;
∎ Technical report writing skills are required. Especially, the successful candidate shall be able to report number of incidents, issues identified, issues of resolution time, SLA measurements, and so on.
∎ Experience in software development and deployment and software quality assurance.
∎ Experience in Problem Determination/Problem Source Identification (PD/PSI) and ability to report clearly and with supporting evidence the identified issue.
∎ Experience with sw installation, monitoring, testing and management of development/quality/production environment.
∎ Experience with backup and restore activities, data protection and security management.
∎ Knowledge of software testing methodologies, analysis tools and processes
∎ Experience with a variety of server-side technologies, databases, and frameworks
∎ Knowledge of various design patterns MVC, Domain-Driven Design
∎ Exposure to .Net Core and Java8 will be added advantage
∎ Broad range of migration related subject areas dealt with by the Organization; and,
∎ Knowledge of sw installation management, methods, and tools.
∎ Excellent analytical, problem-solving, and decision-making skills.
∎ Demonstrated knowledge of testing best practices, version control practices and defect management practices.
∎ Excellent communication skills, both verbal and written, and ability to provide clear and effective reporting.
