Job Responsibilities:
∎ Under the general supervision of the Deputy Chief of Mission of IOM Cox's Bazaar and direct supervision Resource Management Officer (RMO), the incumbent will be responsible for the administration, functionality and evolution of the Information Communication and Technology (ICT) infrastructure and systems in Cox's Bazar Office in Bangladesh, in close coordination with relevant staff from ICT Services in Manila Administrative Centre. He/ She will be specifically responsible for:
∎ 1. Ensure to implement, management and maintenance of Information Technology and Communication services in the mission.
∎ 2. Supervise and coordinate the activities of the ICT unit in Cox's Bazar Office, ensuring that all requests are addressed timely and accurately, with an efficient allocation of resources.
∎ 3. Manage to coordinate with the Internet Service Provider (ISP) selection process for both the mission office and the field-offices. This includes participating in the sourcing of vendors, analyzing bids and selection of successful provider.
∎ 4. Assist in coordinating security and safety unit on the selection process of video surveillance, access control, fire and motion detection systems for new locations.
∎ 5. Managing, coordinating and monitoring the mission's communication systems/equipment including, land-lines, mobile lines, PABX, Internet access, LAN, WAN, video conference services, HF/VHF Radios and all other communication related matters.
∎ 6. To coordinate and make recommendations to the Logistics/Procurement Officer in the purchase and maintenance of IT/Communication equipment of the mission.
∎ 7. Coordinate proper management of asset inventories of all ICT assets.
∎ 8. Coordinate and ensure the installation, operation and administration of network components, which will include Cisco Routers, ASA Firewalls and Switches in mission level
∎ 9. To coordinate and ensure that all ICT support requests are answered appropriately via email, telephone call or in person.
∎ 10. Participate to advice the Mission to follow, implement, and enforce ICT standards and policies. Monitor proactively, identify major gaps, and provide recommendations to address any associated risks to minimize downtime and maximize effective utilization of organizational IT resources.
∎ 11. Ensure to coordinate data and system integrity by setting up and administrating IT security systems: anti-virus, backup routines, access controls and physical security.
∎ 12. Ensure to coordinate Install, configure and upgrade desktops and laptop computers and software (Windows 8, Windows 10/ Windows server 2008/2012, MS Office 2013 and in house produced software) and configure Microsoft Office 365 services.
∎ 13. Supervise the installation, operation and administration of the security for the various system and network components, including protection against viruses, access to email and Internet, relational database management systems and implementation of ICT disaster recovery services.
∎ 14. Ensure the required performance and stability of network services and servers (LAN, WAN, Active Directory, Exchange/Messaging, File/Shared folder, DHCP, Internet and VPN, etc.), to prevent and minimize downtime or service interruptions
∎ 15. Ensure on the ICT requirements of IOM Cox's Bazar third party contract (iscgcxb.org) staff including account creation, email domain management and providing training on ICT services.
∎ 16. Install and relocate the unit's hardware and coordinate equipment servicing.
∎ 17. Ensure to coordinate end user training and system support in the Mission.
∎ 18. Perform such other related duties as may be assigned
Additional Requirements:
∎ At least five years' experience in managing medium to large scale construction and community-based projects and working with local communities including corporations and other national entities.
∎ Work experience with international humanitarian organizations, non-government organizations in a multi-cultural setting is an advantage
∎ Team-work oriented, capacity to work independently; personal commitment, efficiency, flexibility, experience in working effectively and harmoniously with colleagues from varied cultures and professional backgrounds at all levels
∎ Demonstrated ability to work well under pressure to meet deadlines
∎ Strong coordination, monitoring and evaluation, analytical, project development, liaison and reporting skills;
∎ Excellent drafting and communication skills in Bangla and English is essential.
