Job Context:
∎ The functions of the Bangladesh offices of the Accord on Fire and Building Safety in Bangladesh have transitioned to the RMG Sustainability Council (RSC), a permanent national organisation with equal representation from RMG manufacturers, global apparel companies, and trade unions representing garment workers.
∎ The RSC will continue with factory inspections, remediation monitoring, safety training and an independent safety & health complaints mechanism available to workers in RMG factories.
∎ The RSC seeks a Head of Workplace Programmes (HoWP) to lead the RSC`s work regarding complaints handling, OSH and FoA. Reporting to the MD of the RSC, the position will be based in Dhaka, Bangladesh.
Job Responsibilities:
∎ KEY DUTIES AND RESPONSIBILITIES will include but will not necessarily be limited to :
∎ Train, manage and build the capacity of RSC complaint handlers to ensure quality control of investigations, complaint meetings and resolutions
∎ Arrange and conduct complaint processing proceedings and hearings, mediate and facilitate resolution of complaints submitted to RSC, and in cases where resolution is not reached by the parties, write binding complaint resolution decisions
∎ Execute the implementation strategy and delivery plan for the RSC right to refuse dangerous work and complaints mechanism processes
∎ Monitor and manage the work of the complaints department staff to ensure quality standards, consistency, integrity, and timely processing and associated follow-up related to right to refuse dangerous work and complaints cases
∎ Establish and maintain data, benchmarks, indicators and outcomes in order for the RSC to measure the impact of the workplace programmes under the HoWP
∎ Work with the brand and trade union signatories to ensure they understand and are kept informed of developments regarding RSC workplace safety, and the right of workers to refuse unsafe work
∎ Work with the Training Department to make sure that factory safety committee members and other employees of RSC factories are trained and receive informational materials regarding Health and Safety and the complaints mechanism
Additional Requirements:
∎ At least 10 years experience in relevant field
∎ Experience in worker and management training, specifically on health and safety compliance.
∎ Experience in managing the organizational details of large scale workplace based programmes involving multi stakeholders
∎ Proven experience in labour and industrial relations,including social dialogue between employers and unions/ worker representatives, and dispute resolution
∎ Management of complaints handling procedures would be advantageous
