Responsibilities & Context:

CIPLC is looking for a qualified and hands-on Executive – Health & Safety to support HSE implementation across assigned EPC project sites.

The role will be responsible for implementing the project HSE plan, conducting hazard identification and risk assessments, managing permit-to-work requirements, conducting safety inspections and toolbox talks, delivering HSE inductions and training, monitoring subcontractor compliance, investigating incidents and near-misses, and maintaining HSE records and reports. The position will also support emergency response, first aid, fire safety and other site safety requirements in coordination with project teams and relevant stakeholders.

HSE Plan & Risk Management:

• Implement the project HSE plan, safety procedures and site rules at assigned project sites.

• Conduct hazard identification, risk assessments and Job Safety Analyses (JSA) for site activities.

• Ensure identified risk controls are implemented and maintained.

• Support the Assistant Manager – QA & Planning in monitoring overall site HSE compliance.

Permit-to-work & Site Safety:

• Manage the Permit-to-Work system for work at height, hot work, lifting, excavation and electrical works including LOTO.

• Conduct daily safety inspections and toolbox talks.

• Ensure proper use of Personal Protective Equipment (PPE).

• Monitor site activities and stop unsafe work when required.

• Monitor housekeeping, waste management, dust and noise control at site.

Training & Emergency Preparedness:

• Deliver HSE induction for new workers, subcontractors and visitors.

• Organize safety training programs and emergency drills.

• Ensure first aid, fire safety and emergency response arrangements are available at site.

• Promote safety awareness among workers and project teams.

Equipment & Worksite Inspection:

• Inspect lifting equipment, scaffolding, ladders, tools and fire extinguishers.

• Inspect temporary electrical installations and monitor electrical safety requirements.

• Monitor compliance with work-at-height, lifting and other high-risk activity requirements.

Incident Investigation & Corrective Actions:

• Investigate incidents and near-misses and identify root causes.

• Follow up on corrective and preventive actions.

• Report HSE violations and monitor resolution.

• Maintain appropriate incident and corrective-action records.

HSE Reporting & Documentation:

• Maintain HSE registers, man-hour and incident statistics.

• Maintain inspection reports and training records.

• Prepare weekly and monthly HSE reports for the Assistant Manager – QA & Planning and the client.
