Job Context:
∎ Director (Planning & Development), under the direction of the Chairman, Board of Trustees (BoT), USTC/JF and the Chairman of the Committee for Planning & Development, USTC, provides overall leadership and direction to ensure implementation of the directives of the BoT-USTC/JF/BoD-BBMH to achieve the vision, mission, goals and objectives of USTC, IAHS, BBMH, ANNI&C & JF; organises and manages USTC/IAHS/BBMH/ANNI&C staff, consultants and contractors to provide effective and efficient repair, renovation and new development planning and construction.
∎ Job Location: Foy’s Lake, Khulshi, Chattogram.

Job Responsibilities:
∎ Approves and adopts USTC/IAHS/BBMH Authority’s policies, procedures; and maintains accountability for the concerned performance of the USTC/IAHS/BBMH in Dhaka/Chattogram.
∎ Provides overall leadership and staff direction in formulating and achieving USTC/IAHS/BBMH Authority’s concerned objectives.
∎ Makes recommendations to the Board of Trustees USTC/Board of Directors BBMH/GoB IAHS on significant matters affecting operations and policies of the institutions.
∎ Oversees the development and implementation of short-range and long-range goals and business plans.
∎ Directs and manages staff to efficiently and effectively implement the policies and direction of the Board of Trustees/Board of Directors.
∎ Provides leadership for the common mobility agenda and coordinates common significant projects and programs by working collaboratively with USTC/IAHS/BBMH.
∎ Oversees the Authority’s construction planning efforts, including identifying major priorities, establishing goals and strategies that ensure the success of the project.
∎ Works closely with the BR, CCC, DC, CDA, DoE, MoHFA, UGC, MoE, BAC, RAJUK, DASA, PDB, CWASA to ensure coordination.
∎ Aggressively seeks favourable funding from the Government by working with the elected officials, and others.
∎ Provides overall direction to ensure the safe delivery of quality construction projects on-time and within budget.
∎ Works closely with local elected officials, business organizations, labour and community groups to form coalitions that advocate for mobility interests.
∎ Directs the conduct of studies, investigations, and analyses at the direction of the Board of Trustees, presenting oral and written reports of findings and recommendations.
∎ Balances future infrastructure needs that integrate development opportunities effectively and that respects community and stakeholder’s needs.
∎ Exercises fiscal responsibility and provides the framework for developing strategies to work within financial constraints.
∎ Recommends the annual budget to the BoT and prudently manages resources within budget guidelines and in compliance with current laws and regulations.
∎ Oversees outreach programs to small and minority businesses to ensure they have access to contract opportunities at Construction Authority.
∎ Manages departments including developing, monitoring and adhering to Construction Authority’s policies/procedures, budget and achieving goals and objectives.
∎ Maintains, supports, and promotes a safe work environment while complying with all of Construction Authority’s rules, policies, and procedures.
∎ Manages and supervises Repair, Renovation and Reconstruction (3R) of all Civil, Electromechanical, Telecommunication facilities installations of USTC, IAHS, BBMH at Chittagong/Dhaka.
∎ Coordinates and maintains the legal issues of USTC/IAHS/BBMH/ANNIC/JF.
∎ Coordinates, supervises and maintains the regular routine works/schedules of the Transport Section of USTC/IAHS/BBMH/ANNIC/JF as per the policies, rules and procedures of USTC/BBMH/IAHS/ANNIC/JF.
∎ Coordinates, supervises and maintains the regular routine duties of security section of USTC/BBMH/IAHS/ANNIC/JF, both in-house/hired staff.
∎ Coordinates, supervises and maintains the security and safety of the USTC/BBMH/IAHS/ANNIC/JF properties in Chattogram/Cox’sBazar/Dhaka and takes all necessary steps to protect.
∎ Coordinates, supervises and completes all development works of USTC/BBMH/IAHS/ANNIC/JF as per the endorsement of the Chairman BoT USTC/JF in consultation with the local higher authorities of USTC/BBMH/IAHS.
∎ Coordinates meeting with CDA, CWAS, CCC, PDB, BTRC, DC, BR, SWO, and others to settle the pending issues or any upcoming issues of USTC/BBMH/IAHS/ANNIC/JF.
∎ Attends meetings with GoB officials as per the directives of Chairman BoT USTC/JF, both in Chattogram/Dhaka.
∎ Meets with the higher officials of GoB, Army, Navy and Air Force to discuss matters related to the interest of USTC/IAHS/BBMH/ANNIC/JF.
∎ Provides regular training to the security officers/staff of USTC/IAHS/BBMH on security and safety of the campuses and properties of USTC/IAHS/BBMH/ANNIC.
∎ Guides the security staff to maintain a green campus of USTC/BBMH/IAHS/ANNIC.
∎ Meets with the highest authorities of IT, VAT, Department of Environment of the GoB and others to have meetings to solve the issues pending.
∎ Holds Regular/Routine orientation meeting on the progress of the repair/renovation/development works with the JF Engineers (CE/EE)/Contractors/Consultants engaged and monitors/supervised the works to complete in time.
