Job Context:

Job Responsibilities:
∎ Support the Team Leader and the Advisor- Government Relations to integrate technical information related to digtal system integration in the Technical Assistance Project Proposal (TAPP) and all other project documents.
∎ Lead the process of identifying, selecting and managing competent IT vendors for developing the digital modules.
∎ Oversee and guide the manual system review and existing software module assessment process.
∎ Oversee and guide the e-payment options assessemnt and selection process.
∎ Oversee and monitor the development of a transition plan for digital integration.
∎ Lead the technical oversight and backstopping of the software development process.
∎ Review the developed modules to ensure it addresses the need of the concerned stakeholders.
∎ Oversee the design of integration solutions and documentatio in accordance with best practices.
∎ Porvide oversight and guidance to the development teams to architect, design, build, and implement application integrations.
∎ Ensure data integration components such as SQL queries, stored procedures, data extraction and cleansing, and integration with system front end components are designed as per the requirements.
∎ Support development on resolving system defects, acting as liaison, and developing solutions.
∎ Provide technical assistance to troubleshoot and resolve integration errors.
∎ Provide technical inputs during project implementation to achieve qualitative and quantitative outcomes and intended impact.
∎ Engage with public and private institutions to understand technical requirements, expectations, satisfaction and capacity development needs.
∎ Ensure adoption and institutionalization of developed digital systems within the existing system of BLPA and other public actors.
∎ Support the reviewing progress using evidence from results measurement system.
∎ Support BLPA to select, recruit and manage technical personnels for managing the digital system.
∎ Lead the capacity devleopment of public and private stakeholders, ensuring they have knowhow and skills to use the developed solutions.
∎ Support team leader in donor communication and donor relationship management, particularly to articulate the technical aspects of the project.
∎ Support in preparartion of project progress reports, including technical reports and other reports as per project requirement.

Additional Requirements:
∎ Minimum 6 years of relevant and progressive professional work experience as a software developer or digital system/technology integration specialist.
∎ Prior experience of working in digitization and automation projects in similar roles.
∎ Sound knoweldge and understanding of programming languages, such as Java, SQL, etc.
∎ Sound knowledge of local and national government instituitions and administrative bodies in Bangladesh and/or relevant contexts.
∎ Experience and understanding of process digitization, e-payment, private and public sector engagement, both at local and national levels.
∎ Proven experience of managing relationships with both private and public stakeholders, including managing IT vendors.
∎ Excellent analytical, problem solving and decision making skills.
∎ Effective verbal, presentation and lisenting skills with advanced communication skill in English and Bangla (verbal and written).
∎ Excellent computer literacy in Windows Office programs (specifically MsWord, MsExcel, PowerPoint).
∎ Understanding of gender and diversity (both in national and international context).
