Job Context:
∎ JOB PURPOSE: In this role, you will be responsible for supporting to develop/update M&E framework, guideline and tools, which help to collect information to understand the project results within the timeframe as well as analyse the data to identify, document and disseminate the lessons learned for stakeholders within and outside of BRAC. Moreover, as the Deputy Manager, MEAL you are expected to have a high level of self-initiative competence and use critical thinking skills to identify and fill gaps in MEL.

Job Responsibilities:
∎ Design and build the result based monitoring framework including guideline and monitoring tools.
∎ Promote all aspects of MEL to support the creation of an organisational culture which prioritizes quality programming.
∎ Support design and implementation of systems to collect and analyse programme performance data for evidence-based programming decisions.
∎ Contribute to planning, monitoring and evaluation of project activities and ensure timeliness of quality data.
∎ Monitor the programme performance on selected indicators and based on the project expected result and outcome.
∎ Keep the M&E products updated for set indicators and collect all research including external baseline, mid-term and final evaluation for finding the project's impact.
∎ Carry out monitoring data analysis and deliver quality and timely production of M&E information products in line with field visits and requirements.
∎ Identify and analyse document and disseminate lessons learned to the stakeholders within and outside BRAC.
∎ Support project staff and new partners in the process of data validation as per the monitoring plans; make field visits to verify data in sample basis.
∎ Closely monitor the progress of data entry in TaroWorks and report incorrect entries to the supervisor immediately.
∎ Frequent field visit to monitor the field activities and develop capacity of project and partner staff and, where relevant, external stakeholders, to play an effective role in the data validation processes.
∎ SAFEGUARDING RESPONSIBILITIES
∎ Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the programme's goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
∎ Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
∎ Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.
Additional Requirements:
∎ At least 03 years' experience in the field of quantitative and qualitative research and data validation and analysis or relevant experience.
∎ Excellent analytical/ quantitative skills, data quality conscious, detail oriented, and able to identify key issues, formulate options and make recommendations.
∎ Strong writings skills for quantitative and qualitative reports and project proposals.
∎ Skills on literature search from website and reference writing by using Endnote.
∎ Proficiency in using Excel, SPSS, Atlas-ti, STATA, R or other statistical analysis software.
∎ Excellent working knowledge of computer applications like MS Office (Excel, Word, Outlook, Power Point).
∎ Working knowledge of MySQL, Microsoft.NET based web applications and java script is highly preferable.
∎ Strong programming skills in Java is required. Familiarity with ArcGIS and Tableau preferred
∎ Research, report writing, project proposal writing, budget, and M&E framework including log frame development, public health, and social issues.
∎ Demonstrated ability to implement advanced data analysis and database management tasks.
∎ Proficient in written and oral communication skills both in Bangla and English.
∎ Ability to communicate clearly with internal and external stakeholders.
∎ Demonstrate awareness and sensitivity for social inclusion (especially for female, transgender people and People with Disabilities)
∎ Background in M&E and operations monitoring framework development.
