Job Context:
∎ Swisscontact is co-implementing the M4C project with Rural Development Academy (RDA), Bogura, funded by the Embassy of Switzerland in Bangladesh and Ministry of Local Government, Rural Development and Cooperatives of the Government of Bangladesh. M4C`s aim is to reduce poverty and vulnerability of char households by facilitating market systems that enhances opportunities for income generation, improved livelihood capitals and increased resilience. By 2024, the result of M4C Phase II will be an increase in net additional income of 75,000 char households, comprising of 375,000 women, men, and children, by CHF 14.5 million across six districts.
∎ Swisscontact invites application from qualified candidates to contribute in M4C`s anchoring and institutionalization mandate. The consultant will be based at RDA, Bogura. However, S/He might require frequent and regular travel (more than 60% of his/her time) in M4C`s operational area and may be in Dhaka, on a need basis.
∎ Reports to: Manager, Public Sector Engagement, M4C
∎ Consultancy starts from: October 01, 2021
∎ Place of Work: The consultant will be based at the Project Implementation Unit (PIU) at Rural Development Academy (RDA), Bogura with frequent visits to the project locations including Dhaka.

Job Responsibilities:
∎ SPECIFIC TASKS OF THE CONSULTANT
∎ Following tasks will be performed by the consultant:
∎ Provide direct support in implementation of CDRC's planned interventions especially, for promoting CDRC, advocacy and policy influencing for char development issues through the support of Manager, Public Sector Engagement.
∎ Ensure public and private sector engagement and mobilize new investment for char development in close collaboration with Char Development Research Centre (CDRC).
∎ Build close working relationship with CDRC and M4C team and provide guidance to planning, designing and implementation of CDRC's activities and build capacity of CDRC to ensure project's goals are met through inclusive market development strategies.
∎ Maintain liaison with key project stakeholders (e.g., government agencies, partners etc.) as per direction of Project Director (PD), M4C.
∎ Support CDRC's involvement into market development activities, training, Knowledge dissemination workshops/ campaigns and event carried out on a regular basis.
∎ Support CDRC to undertake qualitative and quantitative studies/ assessment relevant to char issues to generate public and private investment in the char region.
∎ Manage M4C's communication related to CDRC with relevant public sector stakeholders e.g., DAE, DLS, DAM, BADC, LGED, PKSF, PSB etc. with support from Public Sector Engagement team and PD, M4C.
∎ Support M4C team to explore new areas of CDRC's engagement in line with M4C's strategy and support CDRC.
∎ Support M4C's effort for improving the understanding of CDRC staff members on market system development principles and guide them to apply the MSD approach into their intervention design in close collaboration with M4C team.
∎ Contribute to preparing annual action plan/ business plans, reports as per requirement and assist CDRC into their reporting process as per government requirements.
∎ Support M4C team in developing resources relevant to the capacity development of private and public sector actors to achieve project's strategic objectives relevant to anchoring and institutionalization

Additional Requirements:
∎ At least 12 years' experience in the development sector with a focus on managing public and private sector relationships, lobbying, advocacy, and policy influencing.
∎ Understanding of the socio-political and economic context of rural Bangladesh, especially of chars.
∎ Basic understanding of market system development approach.
∎ Academic training on Agribusiness, Rural Market Development, and Agricultural Science will be an advantage.
∎ Experience on disaster risk reduction (DRR) and climate change adaptations (CCAs).
∎ Previous experience to work in char-based project will be an advantage.
∎ Experience of modern farming technology especially related to seed and crop production, processing, storage, and marketing in the char land.
∎ Experience on credit programme will be an advantage.
∎ Experience of developing innovative partnerships through engaging relevant public sector actors.
∎ Excellent verbal and written communication skills (both English and Bangla).
∎ Excellent command over MS Office applications (MS Word, Excel, PowerPoint).
∎ Willingness to travel extensively within the project locations.
