Experience:
At least 5 years experience in programme management and Implementation.

Experience in proposal development and report writing.
Experience in working on labour rights and/or gender justice preferred.

Experience in managing procurement process including negotiation with third parties such as trainers/ consultants.
Knowledge of budgeting and resource allocation procedures.
Excellent skills in verbal and written communication (both Bangla and English).
Proficiency in MS Office (Word, Excel, PowerPoint, Google Docs).

Job Context: The Cluster Lead will be responsible for coordinating and leading all activities within the cluster, including activities of all related staff including paralegals and other support staff, and ensuring quality outputs about all interventions by the Cluster. The position requires a strong understanding of labour issues, particularly women workers’, project management skills, leadership and team management skills, knowledge of relevant networks, and the capacity to collaborate with key stakeholders including government officials, employers, workers, trade unions, and civil society organisations. The Cluster Lead will ensure compliance of all Cluster Members with all applicable policies (BLAST, Donor, Government).
Job Responsibilities:
Cluster Coordination:
Lead and coordinate all project focal points concerning implementation of all project activities related to the Economic Justice Cluster.
Ensure effective communication and collaboration among project teams within the Cluster, and relevant partner organisations and stakeholders.
Play a central role in communications between the Economic Justice cluster and other clusters (Gender Justice, Social Justice, and Climate Justice), and special programmes (July Justice), as well as the Legal and Communication and MEAL departments to ensure implementation of project activities including legal services and development of communication and knowledge materials.
Project Planning and Implementation:
Finalize the detailed project plans, timelines, and budgets for the Economic Justice cluster.
Oversee the implementation of project activities within the cluster, ensuring quality and timely delivery of project targets, within budget, by the cluster plan and project plans.
Deliver specific implementation-based solutions, by leading and motivating the team to achieve all targets.
Proactively monitor the progress of individual projects under the cluster, resolving need-based issues, and initiating appropriate corrective actions.
Initiating innovative approaches and other management interventions wherever gaps in the programme are identified or issues arise.
Monitoring and Evaluation:
Assist the MEAL Dept in establishing monitoring and evaluation tools for all cluster/workers’ rights activities.
Regularly assess project progress, identify challenges to project implementation, and propose solutions.
Utilize feedback from MEAL on project interventions to improve project outcomes.
Capacity Building:
Identify training needs within the cluster and coordinate capacity-building initiatives for the team.
Coach and mentor all team members and work closely with team members to ensure effective communication and collaboration.
Reporting and Documentation:
Ensure documentation of project experiences, challenges successes, and good practices, and create and disseminate lessons, to promote results-based and outcome-oriented approaches among staff, relevant platforms, and across the like mind organizations.
Ensure accurate and timely documentation and archiving as necessary of all project-related information.
Prepare and ensure periodic reports for management (Board/EC) and donors.
Review and finalize regular/monthly reports on cluster activities, progress, and challenges.
Resource Mobilization, Donor and Fund Management:
Identify scope to build and grow funding opportunities and to track relevant donor policies and priorities.
Acquire new funding opportunities and retain and grow relationships with existing donors for projects in the EJ cluster.
Provides thought leadership on developing funding proposals regarding the EJ cluster, and related BLAST’ Projects/Programmes.
Contribute to programme and proposal development as needed, and to Monitoring and Evaluation activities including reporting to Board, donors, etc.
Provide proactive budget management and contingency planning to ensure delivery of agreed project spending targets.
Administrative and Other Tasks:
Performing any other duties as and when required by the BLAST management and in line with BLAST’s mission and vision.
