Work experience:

  • At least 3 years of relevant professional experience in a similar position for a donor-funded development sector programme.

  • Prior experience supporting governance programming, research, gender-sensitive interventions, and/or monitoring, evaluation, adaptation, and learning.

  • Prior experience working with FCDO and/or other donor-funded programmes would be an advantage.

Skills

  • Knowledge of Bangladesh`s governance systems, structures, and practices. Knowledge of and/or experience in public administration and/or public financial management would be an advantage.

  • Knowledge of and/or experience in political economy analysis (PEA), adaptive management and iterative approaches, and codesign processes with multiple stakeholders preferred.

  • Strong communication and organisational skills; detail-oriented with the ability to multitask and prioritize in a fast-paced working environment.

  • Professional curiosity and openness to learn and apply new approaches and ways of working.

  • Excellent oral and written communication skills in English and Bangla.



Responsibilities & Context:
  • Location: Dhaka, Bangladesh (with occasional domestic travel)

The Asia Foundation (TAF)-Bangladesh seeks up to two (2) Programme Officers for its Building State Effectiveness and Accountability (BSEA) Programme, undertaken in partnership with the United Kingdom Foreign, Commonwealth & Development Office (FCDO).

BSEA will enhance the capacity of select public institutions and government officials to deliver public policy with greater efficiency and accountability and to help advance national development goals. The programme will be guided by a locally driven approach that seeks to empower government officials to lead and deliver reforms that they themselves prioritise. BSEA will facilitate enhanced cooperation among government officials working within individual public agencies and institutions; across multiple agencies and institutions that share responsibility for policy delivery in particular sectors; and between government officials and non-state actors, tapping their respective competencies and experience. The programme will also provide targeted technical support and capacity building for select government institutions and help generate an evidence base that informs policy decisions.

Position Summary:

  • Reporting to the Component Lead, BSEA, the Programme Officer (PO) contributes to the effective implementation of the BSEA Programme, including but not limited to: technical, operational, and administrative assistance for carrying out programme activities; preparation of agreements, reports, and other programme documentation; monitoring, evaluation, adaptation, and learning (MEAL) support; and planning and coordinating meetings, workshops, and events. The PO also participates in ongoing programme implementation strategy and content development.

Main duties and responsibilities

Job summary:

  • Support overall implementation of programme activities to ensure they are on schedule and meet objectives;

  • Provide technical, operational, and administrative assistance, including internal TAF procurement and subaward systems, drafting grant and contract agreements, supporting due diligence, and preparing external correspondence in English and Bangla;

  • Support preparation and drafting of documents related to programme planning, implementation, and donor reporting

  • Schedule appointments with government counterparts and other stakeholders for senior BSEA staff,

  • Assist in the coordination and organisation of workshops, events, and meetings;

  • Support the development of programme-related publications and materials;

  • Actively engage in monitoring, evaluation, adaptation, and learning (MEAL) activities;

  • Compile and analyse data to inform programme strategies and decision-making;

  • Stay updated on relevant sectoral trends, policies, and other developments;

  • Support networking, building and maintaining relationships, and coordination with government counterparts and downstream partners;

  • Support senior BSEA staff in identifying, researching, and writing engaging content (including blog articles, case studies, and social media posts) on BSEA programme learnings and experiences for different target audiences.
