Job Context:
∎ Types of contract : Fixed Term contractual position, initially for one year which may extendable
∎ Role Overview:
∎ Manager - Safety and Security will be responsible for implementation of security guidelines, procedures to ensure the security of ActionAid Bangladesh staff, property of Cox`s Bazar operation. Manager will responsible for continuous update of the risk assessment. S/he will promote a culture of safety and security, incident reporting, oversight office security, monitoring surveillance cameras and maintain Standard Operation Procedures. S/he will also ensure adequate safety and security measures for any visitors including national and international. S/he will represent ActionAid Bangladesh at the Security Working Groups, Government and Donor offices. Manager - Safety and Security will support the ActionAid Bangladesh Crisis Management Team (CMT) and Security Focal Points (SFT) to strengthen the safety and security measures and deal any critical incidents.
∎ Relationships:
∎ S/he will report to Country Director of ActionAid Bangladesh. For day to day operations, he will work with Head of Humanitarian Response, Head of Rohingya Response, Deputy Director - HROD and Security Focal Team (SFT). S/he has to maintain functional relationship with his/her peers in team, priority and project management team. S/he will maintain strong relationship with law and enforcement agencies, security agencies, other INGOs and UN working at Cox`s Bazar. The incumbent will also maintain functional relationship with ActionAid International Security Advisor for strategic support and reporting.
Job Responsibilities:
∎ Identify strengths, weaknesses, opportunities, risks, vulnerabilities, and threats to ActionAid Bangladesh Cox's Bazar operation's safety and security and implement safety and security protocol, policies, procedures, and provide training and regular refresher for all staff and volunteers to ensure compliances.
∎ Manager overall security of ActionAid Bangladesh - Cox's Bazar operations.
∎ To maintain relationship and liaison with law enforcing and security agencies.
∎ Assess Physical Security and Safety Risks of ActionAid Bangladesh Cox's Bazar Office and camp level offices.
∎ Ensure all security equipment and security technologies are properly working, utilised and updated.
∎ Conduct security assessment for any events and/or programme and take security measures as appropriate.
∎ Ensure safety and security measures of the visitors which includes travel safety, accommodation safety, health and hygiene safety etc.
∎ Investigate and take corrective measures of all security compliance issues.
∎ Maintain close contact and liaison with law enforcement agencies, security agencies and INGOs and UN security working groups.
∎ Disseminate security related information through proper channel.
∎ Prepare and manage emergency communication tools and protocols.
∎ Ensure timely reporting of any security incidents and/or information that may lead to an incident which can negatively affect safety and security of ActionAid Bangladesh staff, assets, reputation and operations.
Additional Requirements:
∎ At least 5 years of relevant working experience.
∎ Past working experience in humanitarian security work and working experience in INGOs is preferable.
∎ Experience working with the military or any of the investigative discipline.
∎ Experience to conduct participatory risk assessment and preparing situational context analysis.
∎ Strategic decision-making ability.
∎ Hands on experience on networking and collaboration.
∎ Negotiation skill, motivational skill, team building skill are required.
∎ Should be gender sensitive and familiar with Human Rights Based Approach.
∎ Should be sensitive on protection issues including child abuse and PSEA
∎ Ability to work under extreme pressure.
∎ Good interpersonal skills
∎ Good communication and report writing skills both in English and Bangla
