Experience:
Master’s degree in Economics/Sociology/Social Work/Agri Economics/Statistics/engineering from Reputed Public University.
PGD in Supply chain Management, PGD in Procurement Management.
Preferable completing SSC(Grade-10) level from rural area.
Practical working experience in local outsourcing of Handicraft items or agri products.
Development worker having experience in Global organization or NGO.
Willing to frequently travel remote/rural area of Bangladesh and Staying to accomplish assigned tasks.
Outsourcing or Local Purchasing especially from Cottage industries or Small & Medium Enterprise(SME).
Strong leadership, problem-solving, and decision-making ability.Must have excellent oral & written communication skills in English. [Mandatory]
Must have interest in working with small subcontractors spread all over the country, especially in rural areas.
Proficiency in MS Office and ERP/SAP/IBM business solutions.
Strong analytical and reporting skills.
In-depth knowledge of manufacturing/operations management and production planning & control.
Key Responsibilities
Find and Select reliable outside Sub-contractor - suppliers, manufacturers or service agencies.
Establishing/Negotiating with Sub-contractors, suppliers & vendors to ensure fair terms and mutual understanding of obligations.
Establishing trust and effective communication with Sub_contractors to ensure successful outsourcing projects.
Ensuring effective communication between production/Sub-contractors teams and management to align on priorities and targets.
Overseeing the completion of outsourced work on time, within budget and to required quality standards.
Leveraging the expertise and resources of Sub-Contractors to reduce costs and improve efficiency.
Assess, monitor, document and communicate on outsourced costs, project status, risks and key learnings to stakeholders.
Track day-to-day workflows, monitor productivity and ensure outsourced work meets high standards.
Evaluating the performance of external stakeholders and ensuring they meet their contractual obligations.
Coordinating with logistics and warehousing to ensure timely dispatch and storage of products.
Monitor inventory levels, work-in-progress and finished goods to prevent shortages or overstock.
Manage SubContractor's staff, provide guidance, training and mentorship and foster a culture of continuous improvement.
Ensure external staffing or local labor practices match national laws and company rules.

1. High Ethical Standards & Integrity (Anti-Bribery):
Given the nature of outsourcing, the candidate must demonstrate a strong commitment to transparency in supplier selection and zero tolerance for kickbacks or bribes. They must be able to enforce our Code of Conduct across all subcontractors.
2. Crisis Management in Rural Areas:
The ability to calmly resolve sudden issues during frequent trips to remote areas—such as logistics disruptions, strikes, or negotiations with local communities—is vital for operational continuity.
3. Hands-on Quality Guidance & Mentorship:
Beyond just placing orders, we need a leader who can get into the field and provide technical guidance (Kaizen) to small-scale suppliers to ensure they meet our specific quality standards.
4. Monitoring of HSE (Health, Safety, and Environment):
The candidate should be capable of auditing the working conditions and fire safety protocols at subcontractor sites to ensure they comply with national laws and our corporate social responsibility standards.
5. Digital Reporting & Visual Documentation Skills:
The ability to provide clear, logical reports from the field using photos, videos, and data to keep the management team updated on real-time progress.
