Responsibilities & Context:
∎ HEED Bangladesh (Health, Education and Economic Development) is a non-profitable, non-political and non-governmental organization (NGO) committed to participate and promote national development through upgrading the socio-economic condition of the disadvantaged and underprivileged people in the society for more than 49 (forty-nine) years. HEED Bangladesh is seeking qualified candidates for the position of Manager-Operations under Department of Operations.
∎ Key Responsibilities
∎ 1. Programme Planning, Budgeting, Monitoring, and Management:
∎ • Support programmes and projects in planning, budgeting, development, and implementation, aligning activities with HEED’s mission, vision, core values, and principles.
∎ • Take an active role in achieving several project objectives and strengthening monitoring processes for assigned projects.
∎ • Monitor progress, process, and quality of project interventions, identifying any gaps and taking corrective measures throughout the project period.
∎ • Review progress report and share feedback to finalize the reports.
∎ • Support Monitoring, Evaluation, Research, and Learning (MERL) component to track and assess the progress and impact of the program and analyze information to evaluate the effectiveness of interventions and identify areas for improvement.
∎ • Required to travel to project locations and field offices as and when required.
∎ • Maintain constructive, purposeful, trust and sincere relations with all colleagues working above or under whether directly or indirectly associated.
∎ 2. Capacity Development and Advocacy:
∎ • Support the operation team in developing project implementation guidelines and capacity development activities.
∎ • Build strong relationships with relevant agencies, local governments, and stakeholders to advocate for efficient systems.
∎ • Support projects and program activity team in developing inclusive and responsive community-based planning, budgeting, and implementation processes.
∎ • Manage various digital platforms for project planning and reporting.
∎ 3. Partnership Development and Coordination:
∎ • Coordinate with the partners by liaison, coordination, and communication of project activities, ensuring timely follow-up.
∎ • Collaborate with the Project Management team to establish linkages between health, gender, livelihoods, and financial institutions to maximise project impact and outcomes.
∎ • Ensure timely support to the Project Management Unit to implement project
∎ • Liaise with other projects, organizations, and networks to share knowledge and learn from their experiences.
∎ 4. Communication and Knowledge Management:
∎ • Develop progress reports, learning documents, good practice materials, and knowledge products (case studies, guidelines) and disseminate it to internal and external audiences.
∎ • Support communication activities by contributing to donor reports, event reports, IEC materials (hygiene promotion), and social mobilisation campaigns.
∎ • Support the design and organisation of events, campaigns, and social mobilisation activities.
∎ • Assist in developing and disseminating IEC materials for hygiene promotion.
∎ • Support proposal writing, research & development on technological/social innovation.
∎ • Facilitate knowledge capture and sharing by documenting and disseminating project learning's and best practices.
∎ • Develop and distribute regular newsletters, updates, and knowledge-sharing communications.
∎ • Provide ongoing support and guidance to staff in utilizing knowledge management tools and resources.
∎ • Lead and coordinate the development of high-quality narrative proposals and budget, concept notes including designing logical frameworks setting realistic and measurable targets, writing, editing, and formatting ensuring all proposals meet the highest standards of quality, accuracy, and compliance.
∎ • Analyse donor requirements and ensure proposals align with their priorities and guidelines.
∎ • Collaborate with experts and stakeholders to gather necessary information and inputs for proposals.
∎ 5. Internal Control and Compliance:
∎ • Based on the work plan, conduct compliance, operational, and financial reviews of HEED Projects/ programs (operation & program).
∎ • Share draft compliance review report with line manager including findings and give appropriate recommendations for improvement of projects/ program.
∎ • Review audit report and establish correction action plan (CAP) based on auditor’s comments.
∎ • Establish internal control in the project for better implementation of activities.
∎ • Update the management regularly of challenges faced in implementation of the project activities and jointly device mitigation measures.
∎ 6. Additional Requirement:
∎ • Age limit 30 to 45 years.
∎ • Minimum 03 years of experience in a relevant field and/or area of health programme management.
∎ • Ability to work with government, development partners and related stakeholders.
∎ • Ability to work independently and in a team.
∎ • Sound knowledge in the health and social structures of Bangladesh.
∎ • Strong administrative, management and motivational skills.
∎ • Good oral and written communication skills, both in Bangla and English.
∎ • Knowledge in application of Software, e.g. Microsoft Word, Microsoft Excel, Microsoft Power Point.
∎ • Willingness to work during flexible hours.
∎ 7. Skills:
∎ • MS Office tools (Excel, Word, Power Point)
∎ • Software knowledge (ERP)•
∎ • Proficient in both spoken and written English•
∎ • Team building skill.
∎ • Problem solving skill.
∎ 8. Requirements Education: •
∎ Master's/ Honours degree in Development Studies/ Economics/Social Science/International Business/ Population Science/ Women and Gender Studies/ Business Administration/ any other Subject from the UGC-approved university.
∎ 9. Experience
∎ • At least 03 years
∎ • The applicants should have experience in the following business area(s): Working experiences with NGO, INGO & Development Agency

Compensation & Other Benefits:
∎ • Probationary period 06 months
