Experience:
• Bachelor’s degree in Public Health, Social Sciences, Development Studies, or a related field (Master’s degree preferred).
• At least 3–5 years of relevant experience in community health, TB, or public health project implementation.
• Prior experience in field supervision and team management is essential.
• Familiarity with NTP guidelines, TB screening, referral, and DOTS services is highly desirable.
Project Overview:
HEED Bangladesh has been selected as a Sub-Grantee under the Life-saving Facility and Community-based Service Delivery support – Bangladesh Project of icddr,b, funded by the Stop TB Partnership/UNOPS.Duration of the project initially three (03) months, with the possibility of extension subject to donor approval.
Under this Scope of Work (SoW), HEED Bangladesh will implement targeted tuberculosis (TB) prevention, screening, diagnosis facilitation, referral, and treatment linkage interventions among tea garden workers and their families.
Tea garden communities are a marginalized ethnic minority population with limited access to public health services and a disproportionately high risk of TB due to poverty, undernutrition, overcrowded living conditions, smoking prevalence, and poor health-seeking behavior.
To address these challenges, HEED Bangladesh applies a community-based and outreach-focused approach, aligned with the National Tuberculosis Control Programme (NTP) and implemented in close coordination with icddr,b and district health authorities. This project builds on HEED Bangladesh’s prior experience in tea garden health interventions and contributes to restoring and sustaining life-saving TB services disrupted by funding gaps.
Key Responsibilities:
1. Field Supervision and Quality Assurance
• Supervise and support Community Facilitators and other field staff on a regular basis.
• Ensure accurate and standardized TB symptom screening, referral, follow-up, and documentation practices.
• Conduct routine field visits, spot checks, and supportive supervision to maintain service quality.
• Verify field-level data and ensure alignment with project reporting and NTP requirements.
• Ensure TPT enrolment and follow-up.
2. Coordination of TB Screening and Outreach Activities
• Coordinate and oversee community-based Active Case Finding (ACF) activities within assigned districts.
• Support planning and implementation of outreach TB screening camps in tea garden areas.
• Ensure proper community mobilization, patient flow management, and referral linkage during screening activities.
• Provide on-site coordination and logistical support during portable digital chest X-ray (dCXR) outreach camps in collaboration with icddr,b (without operating equipment).
3. Referral, Follow-up, and Health System Linkages
• Liaise with DOTS centers, Upazila Health Complexes (UHCs), laboratories, and District TB Offices for referral tracking and follow-up.
• Ensure diagnosed TB patients are promptly linked to DOTS centers for treatment initiation.
• Monitor follow-up and treatment adherence support activities conducted by field teams.
• Support coordination for specimen collection, transport, and result communication.
4. Monitoring, Reporting, and Documentation
• Assist the MEAL Officer in ensuring timely, accurate, and complete field-level data reporting.
• Review screening, referral, and follow-up records for completeness and accuracy.
• Provide regular field updates and progress reports to the Project Manager.
• Identify implementation challenges, risks, and gaps, and propose corrective actions.
• Prepare and finalize field expenditure as per project financial guidelines.
• Ensure that field teams conduct timely and accurate data entry and screening through TAB.
5. Stakeholder Engagement and Representation
• Maintain coordination with tea garden authorities, community leaders, and local stakeholders.
• Represent HEED Bangladesh at district-level meetings, coordination forums, and review sessions when required.
• Support stakeholder engagement to ensure smooth access to communities and acceptance of project activities.
