Experience:
Educational and Other Qualifications:
• Bachelor's Degree in Accounting/Finance/Management from any Government-approved university;
• More than one 3rd Division/Class in examinations will not be accepted;
• Candidates with CA (CC) or any relevant professional degree/certificate will get preference;
• Training in Financial Management will be treated as an extra quality;
• Experience in using AIS & MIS tools of microfinance will get preference;
• Good operating skills in Microsoft Office (especially MS Excel and MS Word) with software operation and reporting will be treated as essential skills; and
• Required to have excellent communication skills.
Experience:
• At least 5 years of experience in accounts and finance-related work in any reputed organization.
• Preference shall be given to individuals with prior experience in working under PKSF's RAISE Project, along with demonstrated skills, professional competence, and a strong reputation.
Assignment Duration :04 Years (Up to June 2030), based on performance

HEED Bangladesh is Non-Government and non-political National Organization working in the field of Health, Education and Economic Development for more than 52 (fifty-two) years. HEED Bangladesh is implementing the Recovery and Advancement of Informal Sector Employment (RAISE) Project under the Additional Financing phase, implemented by the Palli Karma-Sahayak Foundation (PKSF) with support from the World Bank. The project aims to enhance employment opportunities, entrepreneurship development, and economic inclusion for low-income youth and micro-entrepreneurs.
The project aims to enhance employment and income-generating opportunities for low-income youth through skills development, apprenticeship programs, entrepreneurship promotion, access to finance, and other livelihood support interventions. The project places particular emphasis on women, disadvantaged groups, and climate-vulnerable communities, thereby fostering inclusive economic growth and sustainable livelihoods across Bangladesh.
The RAISE Project is being implemented nationwide through selected Partner Organizations (POs) of PKSF. As a Partner Organization of PKSF, HEED Bangladesh is responsible for implementing the project within its designated operational area in accordance with the project objectives and implementation guidelines.
To ensure effective implementation of the project and achievement of its intended outcomes, HEED Bangladesh invites applications from qualified, experienced, and motivated professionals for the following project positions under the RAISE Project. The detailed Terms of Reference (ToR) for the positions are provided below.
The Accounts and MIS Officer shall be responsible for maintaining and managing all project accounts and financial records at the Project Implementation Unit (PIU). The incumbent will also be responsible for ensuring accurate and timely data entry and updating of financial and relevant project information in the RAISE Case Management System (CMS). He/She will ensure proper receipt, custody, disbursement, and accounting of project funds received from PKSF in compliance with applicable financial policies, procedures, and reporting requirements. The Accounts and MIS Officer will work under the direct supervision of the Coordinator, Project Implementation Unit (PIU), and provide necessary financial and accounting support for the effective implementation of project activities.
Major Responsibilities
• Maintain all books of accounts of the project and maintain bank accounts, cash management, fixed assets management, stock management, advance and reimbursement, audit arrangements, TAX and VAT regulations and compliance with the project;
• Prepare budget and ensure actual expenditure is in line with the budget, maintain disbursement, reconciliation, and loan disbursement according to project Financial Guideline;
• Preserve all procurement records and financial records in accordance with the provisions of the PPA 2025;
• Assist in preparing monthly, quarterly and annual financial reports and any other related reports as per project requirement;
• Maintain liaison and coordinate with PMU accounts department regarding project accounts and finance;
• Collect, verify, compile, and validate project participants (apprentices, young micro-entrepreneurs and climate vulnerable entrepreneurs), training, employment, entrepreneurship, and project performance data received from branch level;
• Ensure timely and accurate entry, updating, and management of project data in the RAISE CMS and other designated information management systems;
• Coordinate with the Project Management Unit (PMU), PKSF, Project Implementation Unit (PIU) and relevant stakeholders regarding CMS-related reporting, data reconciliation and information management issues; and
• Perform any other tasks assigned by the management.
