Experience:

• 2–5 years of experience in monitoring & evaluation, preferably in health programs or TB projects.

• Familiarity with donor reporting requirements and NTP guidelines is an advantage.

Project Overview:

HEED Bangladesh has been selected as a Sub-Grantee under the Life-saving Facility and Community-based Service Delivery support – Bangladesh Project of icddr,b, funded by the Stop TB Partnership/UNOPS.Duration of the project initially three (03) months, with the possibility of extension subject to donor approval.

Under this Scope of Work (SoW), HEED Bangladesh will implement targeted tuberculosis (TB) prevention, screening, diagnosis facilitation, referral, and treatment linkage interventions among tea garden workers and their families.

Tea garden communities are a marginalized ethnic minority population with limited access to public health services and a disproportionately high risk of TB due to poverty, undernutrition, overcrowded living conditions, smoking prevalence, and poor health-seeking behavior.

To address these challenges, HEED Bangladesh applies a community-based and outreach-focused approach, aligned with the National Tuberculosis Control Programme (NTP) and implemented in close coordination with icddr,b and district health authorities. This project builds on HEED Bangladesh’s prior experience in tea garden health interventions and contributes to restoring and sustaining life-saving TB services disrupted by funding gaps.

Key Responsibilities:

1. Monitoring & Evaluation Implementation

• Implement the project M&E framework in line with donor and NTP requirements.

• Ensure timely, accurate, and complete data collection from community screening, referrals, diagnostics, and treatment follow-up activities.

2. Data Management & Quality Assurance

• Maintain project databases and conduct routine data quality checks.

• Coordinate with field teams, laboratories, DOTS centers, and existing HEED district TB offices to align reported data with NTP records.

3. Data Analysis & Reporting

• Analyze data and prepare periodic monitoring and progress reports.

• Provide insights and recommendations to support evidence-based decision-making and project performance improvement.

• Prepare monthly and quarterly report as per donor guidelines

4. Field Visits

• Conduct regular field visits to monitor project activities and verify data quality.

• Provide hands-on guidance to field staff to ensure proper implementation of M&E processes.

5. Capacity Building & Support

• Provide basic guidance to field staff on proper use of data recording and reporting tools.

• Support field teams in resolving data-related challenges and ensuring compliance with reporting standards.

• Provide basic guidance to field staff on TAB use and operation for data collection.
