Education:

• Bachelor’s degree in Accounting, Finance, or related field. Master’s degree in Accounting will get preference.

• 4–6 years of experience in accounting and administrative management, preferably in donor-funded health programs or related programs.

• Proficiency in accounting software, MS Office, and financial reporting.

Responsibilities & Context:

Project Overview:

HEED Bangladesh has been selected as a Sub-Grantee under the Life-saving Facility and Community-based Service Delivery support – Bangladesh Project of icddr,b, funded by the Stop TB Partnership/UNOPS.Duration of the project initially three (03) months, with the possibility of extension subject to donor approval.

Under this Scope of Work (SoW), HEED Bangladesh will implement targeted tuberculosis (TB) prevention, screening, diagnosis facilitation, referral, and treatment linkage interventions among tea garden workers and their families.

Tea garden communities are a marginalized ethnic minority population with limited access to public health services and a disproportionately high risk of TB due to poverty, undernutrition, overcrowded living conditions, smoking prevalence, and poor health-seeking behavior.

To address these challenges, HEED Bangladesh applies a community-based and outreach-focused approach, aligned with the National Tuberculosis Control Programme (NTP) and implemented in close coordination with icddr,b and district health authorities. This project builds on HEED Bangladesh’s prior experience in tea garden health interventions and contributes to restoring and sustaining life-saving TB services disrupted by funding gaps.

Key Responsibilities:

1. Financial Management

• Maintain accurate project financial records and accounting documents.

• Prepare monthly, quarterly, and annual financial reports for internal and donor review.

• Monitor project expenditures to ensure compliance with donor guidelines and organizational policies.

• Process staff payments, reimbursements, and vendor payments on time.

• Assist in budget preparation and financial forecasting for project activities.

2. Administrative Management

• Manage office operations, supplies, and logistics in project field offices.

• Coordinate travel arrangements, meetings, and other administrative requirements for staff.

• Ensure proper documentation and filing of project-related records.

• Support recruitment, onboarding, and HR-related activities for project staff.

3. Compliance & Audit Support

• Ensure adherence to donor financial rules, organizational policies, and audit requirements.

• Support internal and external audits by providing necessary documentation and explanations.

• Identify and address financial or administrative discrepancies in a timely manner.

4. Coordination & Field Support

• Liaise with project staff, field teams, and vendors to ensure smooth financial and administrative operations.

• Conduct periodic field visits to verify financial and administrative compliance.
