∎ Background: DRRA is one of the largest development organizations in the field of disability in Bangladesh, devoted to the inclusive society and operating programs in 30 districts with
∎ implementing partners. It is working to make positive changes in the lives of persons with disabilities through creating an enabling environment and inclusive society. DRRA is promoting multi-sector Community-based Rehabilitation (CBR) which covers the key domains of well-being: health, education, livelihood, social inclusion and the empowerment of persons with disabilities and their families.
∎ DRRA is going to appoint one Manager-Finance and Accounts (MFA) to implement financial activities of its` project named "Inclusive development for an improved quality of life for people with disabilities` supported by BMZ, Germany started from 1st December 2020. The project aims to promote the empowerment of people with disabilities, to increase the knowledge of stakeholders and to provide needs-based services to the most disadvantaged. This project will focus on three issues (1) Public awareness and knowledge about the needs and rights of people with disabilities is improved, (2) The capacities of DPOs, local government representatives and private sector associations are strengthened with regard to the implementation of the Enforcement of Disability Right and Protection Act 2013. (3) The access of persons with disabilities to health, education and income-generating activities is improved; (4) Local government administrations are aware of the rights and needs of persons with disabilities.
∎ Job Summary: The Manager-Finance and Accounts-MFA will be responsible to maintain all finance and accounts related activities of the project. S/he ensures execution, monitoring and review of all financial documents, bills/invoices, procurement, logistical support to the project team. Before submission to the management for approval, S/he will make sure the project`s financial data and reporting is compliant to DRRA`s financial guidelines and procedures, donor requirements, auditing, accounting and reporting regulations as well as compliance with applicable national laws and regulations, including NGOAB, taxes and VATs. The MFA will work closely with the Budget Holder under guidance from country`s financial and administrative management team. S/he will directly reportable to Project Manager.
∎ Type of the position: Contractual for 3 years with possibility of extension upon satisfactory performance and availability of funds.
∎ Project duration: 37 months (1st December 2020 to 31st December 2023)
∎ Reporting to: Project Manager
∎ Relationships: Country Finance and Administrative Management Team, Field staff, Banking authority, NGOAB, External Audit team/firm, donor, other relevant stakeholders & counterparts.
∎ Duty Station: DRRA Head office, Dhaka.

Job Responsibilities:
∎ Prepare the required work plan based on the approved project proposal & budget and activities performance report on a regular basis (i.e. monthly, quarterly, half yearly and yearly) as per organizational need and place it to the authorities for necessary review and follow up based on NGOAB & donor.
∎ Ensure all types of project related Treasury Function in timely manner i.e. fund flow, monitor cash management, timely adjustment of advances and handle all the foreign remittance of all projects such as fund receipts & disburses and also prepare the acknowledgement.
∎ As part of the Budget & grants/fund management, review the monthly 'Fund Requisitions' of the Project, review/monitor the actual expenses against the line items of approved budgets and report to the same to the authority.
∎ Prepare or review the payments of bills/invoices, expenses summary, vouchers, monthly staff salary sheet, the status of outstanding advances and also prepare the monthly/quarterly financial reports (Budget Variance Analysis Report) of BMZ project.
∎ All financial transactions are posted/ recorded correctly and ensure smooth and accurate functioning of 'Financial Report Preparation' in tally software.
∎ Supervise the subordinate staff and organize their work to perform and achieving the project objectives of the organizational goal.
∎ Ensure all accounting records, books of accounts, and documents for project is effectively, efficiently and correctly maintained for the project.
∎ Ensure all relevant compliance reporting of the donor & NGOAB.
∎ Prepare the monthly/quarterly/half yearly/yearly financial report for DRRA, Donor, NGOAB and VAT & Tax authority etc.
∎ Prepare monthly/quarterly/yearly financial forecast, budget revision, review agreement, TORs etc. on timely manner.
∎ Ensure the preparation/process of daily/monthly payments to the staff members and vendors and ensure that all procedures for finance and accounts in regard to cash and bank management, adjustment and disbursements are correctly followed.
∎ Prepare or review the process documentation in compliance with the approved budget and procurement policy, procedures for all types of procurement or services and provides the necessary feedback to the supervisor/ respective department for further action if necessary.
∎ Prepare the Accounts / Financial Statement for conducting external audit, FD4 audit by an independent audit firm/ GOB as and when required.
∎ Check/prepare the NGOAB reporting activities such as FD6, FD9, staff F-11 & Certificate from Upazila timely and effectively in compliance with Audit report of Project.
∎ Support the management in creating positive and appreciative atmosphere for team-based work in DRRA.
∎ Carry out any other activities assigned to him/her by the management on timely basis.

Additional Requirements:
∎ Age at most 40 years
∎ Minimum 7 years of practical experience in a leading Organization/ NGO's (Working with International NGO is preferable).
∎ The applicants should have experience in the following areas(s): -
∎ Sound knowledge on Financial Management & Internal Control System of a NGO/INGO.
∎ Excellent analytical and conceptual skills on administration with experiences on GoB requirements like on Tax, VAT, stamp act, FDs and other rules and regulations as appropriate.
∎ Strong communication skill in English & Bengali
∎ Computer Literacy with skills (both English & Bangla) and Tally Accounting Software is preferable.
∎ Excellent Report writing capacity (both English & Bangla).

Salary:
∎ Monthly Consolidated Salary-BDT. 55,000- 58,000

Compensation & Other Benefits:
∎ Salary Review: Yearly
∎ Monthly consolidated salary along with other admissible benefits as per project budget and/or DRRA policy
