Job Responsibilities:
∎ 1. Policy and Strategy Development:
∎ Develop the human resources (HR) strategy of HFHI-B and ensure implementation and monitoring thereof
∎ Develop, implement, and manage HR policies, systems and procedures ensuring compliance to Bangladesh labor law and HFHI standards
∎ Ensure an updated and effective management of HR information and records
∎ 2. Management:
∎ Lead the HR and Administration team in the implementation of department's objectives ensuring delivery of high-quality support in line with the organizational and country local laws and regulatory requirements
∎ Ensure that HR and Administration department's objectives and practices are aligned with HFHI Bangladesh's strategy, objectives, and priorities
∎ Maintain regular coordination and provide support to department heads to fulfil the target of Annual Operating Plan (AOP), Enterprise Risk Management (ERM) and the strategic and business plan of HFHI-B
∎ Facilitate and lead the review of manpower requirements that will support the achievement of HFHIB's strategic and annual operating plans
∎ In coordination with and guidance of the National Director, ensure that the right structure and systems are in place to achieve optimum results
∎ 3. Human Resource Operations:
∎ Manage recruitment & onboarding of new staff and volunteers ensuring that candidates undergo the proper procedure and documentation requirements
∎ Develop and implement the performance management system, including the facilitation of the annual job planning and performance appraisal
∎ Work with managers and supervisors on managing performance and conflicts
∎ Ensure the completion of staff development plan(s)
∎ Plan, manage, coordinate, and participate in staff development and capacity building activities including conducting learning sessions as needed and requested
∎ Lead HR activities and events that promote healthy employee relations & engagement and enhance employee morale & mission alignment
∎ Manage and administer the compensation and benefits programs of HFHI-B including payroll management
∎ Periodically review employee compensation and benefits to maintain internal equity and competitiveness in the external labor market in coordination with HFHI Asia-Pacific HR team
∎ Verify payroll and coordinate with Finance department to ensure payroll accuracy
∎ Send quarterly payroll report to HFHI Asia-Pacific HR team
∎ Facilitate the employee separation process and provide analysis of data and information collected from exit interviews and separation process of separated staff
∎ Recommend any improvements to the Country Management Team (CMT)
∎ 4. General Affairs, IT & Facilities Management and Administration:
∎ Oversee Administration, Information Technology, General Affairs and Facilities Management units to ensure the provision of excellent quality facility and healthy work environment to the staff members and visitors of HFHI-B
∎ In coordination with the National Director, liaise with various Government offices such as NGO Affairs Bureau, Home Ministry, and Immigration office, Special Branch of Police (SB), National Security Intelligence (NSI)
∎ Facilitate the application and submission of Project Proposals to the NGO Affairs Bureau resulting in timely approval and release of funds
∎ 5. Respond to other assignments assigned by the supervisor, the National Director.

Additional Requirements:
∎ At least five years' experience in HR and Administration in a generalist or specialist role, with at least two years in a management capacity.
∎ Required Knowledge & Expertise:
∎ Proven knowledge and understanding of HR technical areas and Bangladesh labor laws
∎ Excellent people management and interpersonal skills
∎ Ability to work across departments, cultures, and contexts to build consensus and coordinated action
∎ Excellent written and verbal communication skills in English and Bengali language
∎ Demonstration of sharp critical thinking, organization, presentation skills and problem-solving abilities
∎ Uphold and fully commit to Habitat for Humanity Vision, Mission, and Values

∎ Preferred, but not required:
∎ Has experience working with international or intercultural organizations or iNGO
∎ Ability and willingness to work in a flexible schedule
∎ Proficiency in e-mail, internet, Microsoft Word, Excel and SharePoint
∎ Experience in workforce planning, succession management and Human Resources Information system (HRIS)

Salary:
∎ Negotiable as with all other regular benefits per policy.
