Job Context:
∎ Types of contract : Fixed Term contractual position for two years, initially a year contract to be issued and post review extended to two years.
∎ The Head of Operations will oversee the operational functions of the Cox`s Bazar Office of ActionAid Bangladesh. S/he will be responsible for ensuring operations are implemented in line with the ActionAid Bangladesh policies - procedures and donor compliances. The incumbent will ensure ActionAid working standard and approaches, represent ActionAid Bangladesh as and when required in the capacity of coordination with external stakeholders.
∎ The Head of Operations will be responsible for supply chain management including procurement, logistics, asset management, lease agreement, vendor management, fleet management, event management etc and will also represent AAB at meeting with Government representatives of donors in relation to operations. The scope of the position also includes strategic planning for operations, training and capacity building for incoming and existing staff, supporting project teams on operations aspects of programme implementation and any other matter deemed relevant by senior management.
∎ The Head of Operations will lead on Staff and visitors` safety and security issues as a part of Cox`s Bazar operational Staff Safety and Security Team.
∎ Relationships:The Head of Operations will be reportable to the Country Director of ActionAid Bangladesh. S/he will closely work with Head of Humanitarian Response, Head of Finance, Finance Coordinator (Cox`s Bazar), Deputy Director - HROD & ICT and Project Managers. The Head of Operations will lead an operations team consists of Logistics, Admin, Support and Transport. The incumbent will closely work with the ActionAid Bangladesh head office Admin team other respective programme and functional units.
Job Responsibilities:
∎ Key responsibilities include but, not limited to:
∎ Prepare detail procurement plan in consideration of projects proposal, track the plan and support project management team accordingly.
∎ Ensure all procurement are done as per procurement plan and following the ActionAid Bangladesh and Donor compliances strictly.
∎ Ensure that the supply chain is appropriate and cost effective, based on budget, markets, infrastructure, nature of the AAB implemented projects, and need for timely delivery.
∎ Coordinate with registered vendors to ensure quality and timely delivery.
∎ As a part of coordination, s/he will maintain professional relationship with RRRC Office, DC Office, NGOAB, Police Station and other relevant Government and Non-Government organisations / offices.
∎ Ensure all equipment, fittings and fixtures are properly functioning.
∎ Prepare risk assessment report for Camps and Cox's Bazar, update and disseminate it to the respective in regular basis.
∎ Make sure all new joiners, visitors receive proper safety and security orientation including cultural briefing before they move to the camps.
∎ Ensure that offices, enlisted hotels are complying with Safety and Security Guidelines.
∎ Monitor and ensure logistic support for any internal and external events.
∎ Prepare risk assessment for any external events and prepare the mitigation plan.
∎ Follow-up the logistic support for visitors including hotel booking, transport arrangement, security check etc.
∎ Ensure that rental agreements are properly maintained and amended where necessary.
∎ Liaise with the landlord and caretakers to ensure that the buildings are maintained to guarantee a conducive working environment.
∎ Coordinate risk management issues to minimise project risk in terms of operational support.
∎ Lead to manage of fleets is in line with AAB standards; ensure that appropriate allocation and safe use of vehicles is achieved throughout the programme and ensure servicing and maintenance schedules are adhered to.
∎ Ensure transport services are cost efficient and reliable.
∎ Build an effective team within the unit managed by the coordinator.
∎ Monitor the team's performance against the agreed organisational standards, competency framework and key performance indicators and ensure that the performance gaps are identified and resolved.
∎ Foster necessary consultation, communication and effective and mutual relations with other teams.
Additional Requirements:
∎ At least 8-10 years of working experience (5 years in Managerial Position)
∎ Will have the ability to lead the team to achieve organisation's objective.
∎ Hands-on experiences to manage large procurement, logistics and events.
∎ Experienced to support safety and security issues and understanding of protocols.
∎ Should have experience to work with Government and other external relevant offices.
∎ Strategic decision-making ability.
∎ Financial management and budgetary experience are essential.
∎ Should have the ability to support learning / facilitating change
∎ Negotiation skill, motivational skill, team building skill are required.
∎ Should be gender sensitive and familiar with Human Rights Based Approach.
∎ Understanding of Child Protection issues and PSEA.
∎ Ability to work under extreme pressure and meeting deadlines.
∎ Ability to lead a diverse operational team.
∎ Good communication and report writing skills both in English and Bangla.
