BSc in Civil Engineering from any highly reputed university (BUET, CUET, RUET, KUET, IUT, or equivalent).
Master's degree (MBA) in Construction Management / Business Administration or a PMP (Project Management Professional) certification will be given special preference.
Job Summary:
We are seeking a highly skilled, disciplined, and visionary General Manager (Head of Construction) to lead the Central Construction Department of Mashallah Properties Ltd. Stationed at the Head Office, this role requires absolute control and supervision over all construction projects of the company. The ideal candidate must possess profound technical knowledge of civil engineering coupled with exceptional corporate leadership skills, capable of ensuring strict accountability, seamless cross-departmental coordination, and extracting the highest quality of work from the team.
Job Responsibilities:
1. Leadership and Team Management (Strict Accountability):
Formulate and implement central policies and Standard Operating Procedures (SOPs) as the head of the construction department.
Set definitive Key Performance Indicators (KPIs) for Project Managers, Site Engineers, and Supervisors, and rigorously evaluate their daily and weekly performance.
Maintain a 'zero-tolerance' policy against negligence or corruption at project sites, taking immediate administrative or disciplinary action when necessary.
2. Project Planning, Estimation, and Engineering:
Thoroughly review and approve all project drawings, designs, structural analyses, and master work schedules.
Accurately analyze material calculations and Bills of Quantities (BOQs).
Implement 'Value Engineering' strategies to optimize project costs without compromising construction quality or safety standards.
3. Contractor Management and Supply Chain Coordination:
Supervise the preparation of tender documents, sub-contractor evaluation, and recruitment processes transparently and professionally.
Collaborate with the Head Office Procurement team to verify material quality and ensure timely delivery to project sites.
Strictly audit contractors' Running Account (RA) bills against actual physical progress before authorizing Head Office approval.
4. Strategic Coordination & Feasibility Studies:
Prepare and present comprehensive technical and commercial feasibility reports (including soil testing and cost estimation) to Top Management before initiating new projects.
Coordinate closely with the Accounts and Finance departments to ensure smooth fund flow, preventing any work halts due to financial bottlenecks.
Assist the HR department by conducting technical interviews during the recruitment of competent engineers and supervisors.
5. Compliance, Safety (HSE), and Legal Affairs:
Maintain professional relationships with government authorities (RAJUK, City Corporation, Fire Service, DESCO, WASA) to facilitate and monitor the smooth approval of construction plans.
Ensure 100% compliance with Health, Safety, and Environment (HSE) rules at all sites and proactively resolve local crises or site issues through strong leadership.
6. Technology Utilization and Project Handover:
Ensure maximum utilization of Head Office ERP software or project tracking systems to strictly monitor material inflow and outflow at sites.
Execute a 'zero-defect' handover of completed projects to clients or the Sales department and establish comprehensive post-handover maintenance guidelines.
Submit regular, detailed reports on project progress and financial status to the Managing Director and Top Management.
