Education:
  • MBA/ M.Com / MBA in Accounting / Finance / Accounting & Information Systems (AIS).

  • Partly Qualified Chartered Accountant (CA) with completion of CA-CC/articleship from a reputed CA firm in Bangladesh will get preference.

  • Experience in Finance, Administration, budgeting, reporting, preparation of financial statements, procurement, and logistics, NGOAB rules & guidelines.

  • Skilled in preparation of financial reports, monitoring fund flows, and ensuring donor compliance.

  • Proficient in online accounting systems with specialized expertise in Tally ERP and other ERPs.

  • Computer skills in MS Office Suite (Word, Excel, PowerPoint)Knowledge on VAT & Tax compliance, and office administration across diverse organizations.

  • Experienced in dealing with NGOAB rules & guidelines.

  • Work experience in Cox's Bazar is preferable.

  • Fluency in English and Bangla; knowledge of Rohingya/Chittagonian dialect is an asset.



Responsibilities & Context:

The proposed position of Finance & Accounts Manager is critical to fulfilling the operational and to expedite the implementation of the newly awarded DFAT-IRC -supported WASH project, ensuring timely implementation, accountability, and achievement of the project’s intended outcomes.

Key Duties & Responsibilities:

  • Lead and oversee all financial and accounting functions of the project, ensuring compliance with organizational policies, donor regulations, and applicable financial laws and regulations.

  • Develop, monitor, and manage project budgets in close coordination with the Programme Manager, ensuring efficient utilization of project resources and achievement of value-for-money principles.

  • Prepare and regularly update budget forecasts, spending plans, cash flow projections, and budget variance analyses to support project planning and decision-making.

  • Monitor project expenditures against approved budgets and provide timely recommendations for budget adjustments and corrective actions when necessary.

  • Ensure proper financial controls, accounting procedures, and internal control mechanisms are established and maintained throughout the project lifecycle.

  • Review and approve payment requests, payment vouchers, journal entries, fund requests, bank reconciliations, and supporting financial documentation before submission for final approval.

  • Ensure timely processing of vendor payments, contractor payments, volunteer payments, staff advances, settlements, and other project-related expenditures.

  • Prepare and submit accurate monthly, quarterly, annual, and donor-specific financial reports in accordance with organizational and donor requirements.

  • Support the Programme Manager and WASH Technical Manager in financial planning, budget monitoring, procurement planning, and resource allocation.

  • Coordinate with procurement, logistics, administration, and project teams to ensure financial compliance throughout procurement and contracting processes.

  • Monitor and ensure compliance with VAT, Tax, AIT, and other statutory deductions and ensure timely deposit to relevant government authorities.

  • Ensure all financial transactions are properly recorded, coded, documented, and archived in accordance with organizational and donor requirements.

  • Conduct regular financial reviews and analyses to identify expenditure trends, implementation gaps, financial risks, and opportunities for improved budget utilization.

  • Lead project financial audits, donor audits, spot checks, and financial reviews, ensuring timely resolution of audit findings and recommendations.

  • Maintain effective coordination with the organization's central finance department and provide required financial information, reports, and documentation.

  • Supervise, mentor, and provide technical guidance to Finance & Accounts Assistant and other support staff under the project.

  • Ensure timely fund requests, fund transfers, cash management, and liquidity planning to support uninterrupted project implementation.

  • Participate in project review meetings, management meetings, and donor meetings as required, providing financial updates and recommendations.

  • Support preparation of project proposals, budget revisions, cost extensions, and financial sections of donor submissions when required.

  • Perform any other financial and administrative duties assigned by the Programme Manager and senior management.
