Job Context:
∎ The Technical Specialist will play a crucial role in the successful implementation of arts-based projects on Bhasan Char Island working closely with the project manager. The incumbent will be responsible for managing the implementation, overseeing logistics, ensuring compliance, and other tasks. The primary focus will be on ensuring the smooth execution of the program, which aims to empower and support children and teenagers who have experienced social exclusion, trauma, and displacement through various creative art activities

Job Responsibilities:
∎ Take charge of budget allocation and expenditure, ensuring financial resources are efficiently utilized for project activities. Maintain accurate financial projection conduct periodic audits to ensure compliance
∎ Oversee the logistical aspects of the arts-based projects, including procurement of necessary supplies and materials, transportation, and coordination of activities. Ensure timely delivery and proper distribution of resources to different project locations
∎ Ensure strict adherence to donor guidelines, project objectives, and all relevant regulations. Regularly review project activities to guarantee alignment with the project's objectives and compliance with internal and external standards
∎ Prepare and submit comprehensive reports on project progress, financial utilization, and outcomes to the project manager, donors, and relevant stakeholders. Timely and accurate reporting is crucial to showcase the impact and success of the initiative
∎ Work closely with the Project Manager based in Cox's Bazar to provide support and supervision to the local artist team. Offer guidance and mentorship to ensure effective training and implementation of community art practices
∎ Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the programme's goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment
∎ Practice, promote the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action
∎ Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so

Additional Requirements:
∎ Age at least 18 years
∎ At least 4 years working experience managing/ coordinating community programs (such as educational, creative or extracurricular activities) especially those involving educational or creative activities with vulnerable populations
∎ Knowledge on application of skills development component, monitoring, report writing, presentation preparation, and safeguarding
∎ Knowledge on budget preparation, administration and donor compliance issues
∎ Knowledge on people management, multiculturalism, ethics and supervision
∎ Knowledge of local cultures
∎ Familiarity with NGO/UN/humanitarian sector practices and standards
∎ Strong financial management skills, including budgeting, expenditure tracking, and financial reporting
∎ Exceptional organizational and logistical abilities to ensure the smooth execution of project activities
∎ Proficient in monitoring and evaluation methodologies to oversee project impact and effectiveness
∎ Knowledge of the challenges faced by the Rohingya and host communities in Cox's Bazar will be highly advantageous
∎ Excellent communication skills to collaborate with diverse stakeholders and build strong working relationships
∎ Commitment to compliance and adherence to regulations and guidelines
∎ Based in Cox's Bazar, with a deep understanding of the local context and cultural dynamics
∎ Demonstrated ability to think technically, prioritize and meet deadlines in a challenging environment; must be culturally sensitive
∎ Ability to operate in a complex organization, across functions and work on own initiative and collaboratively as part of diverse teams
