Job Responsibilities:
∎ The Technical Advisor, Policy Analytics will provide technical support to the HS4TB team and Government of Bangladesh to draft documents, conduct qualitative and qualitative analyses, facilitate strategic planning processes and develop capacity of key stakeholders.
∎ The Technical Advisor will support the project team to implement activities related to legal and regulatory reform, capacity development, advocacy, and strategic planning. Specifically, they will assist in drafting a Roadmap and action plan for outsourcing and social contracting of TB services, policy documents, advocacy briefs and training materials.
∎ They will conduct quantitative analyses to inform a pilot and support capacity development of key stakeholders.
∎ They will work closely with the Country Project Director, Senior Technical Advisors and consultants to draft and review documents, facilitate technical working group meetings and provide feedback and supporting data analytics as and when required.
Additional Requirements:
∎ Candidates must have at least 7 years of working experience in the following areas:
∎ Experience in program planning and implementation.
∎ Proven experience in drafting documents, conducting qualitative and quantitative analysis.
∎ Experience reviewing technical documents to ensure accurate and appropriate analysis of data and findings.
∎ Demonstrated experience in assisting teams to rigorously document project results.
∎ Proven experience in preparing communication and advocacy materials for stakeholder engagement.
∎ Proven experience to work with the government and non-government stakeholders and support them with necessary information, analysis, and documents.
∎ Demonstrated experience in monitoring and analyzing the progress of the advocacy and coordination activities regularly and suggest effective plan and intervention.
∎ Experience working in the Bangladesh health sector
∎ Experience working with the government procurement system
∎ Excellent writing, analytical, organizational and communications skills
∎ Fluent in Bangla and English language (written and oral)
∎ Knowledge of the health context and system in Bangladesh
∎ Knowledge of the TB control program
∎ Health financing and governance knowledge highly preferred
∎ Skilled in using computer and relevant software (Microsoft, Windows etc.)
∎ Highly organized, detail –oriented, meticulous, and consistent in the execution of the work
∎ Demonstrated time management skills
∎ Innovative thinking skills
∎ Strong and collaborative communication
∎ Proven skills in at least one statistical package software for quantitative data analysis (SPSS, STATA, R, etc.)
∎ Demonstrated competence to assess priorities and solve problems using innovative, evidence-based solutions.
∎ Demonstrated ability to work in a team setting and collaborate effectively with professional colleagues from multiple units and within various socio-cultural contexts.
∎ Demonstrated flexibility and openness in responding to changing work priorities and environment and working under tight deadlines
∎ Demonstrated competence in assessing and managing priorities and managing a variety of activities and stakeholders in a time-sensitive environment.
∎ Ability to meet deadlines with attention to detail and quality.
