Background
Bangladesh Health Watch (BHW) is a civil society platform promoting health system accountability and Universal Health Coverage (UHC) in Bangladesh through evidence generation, policy dialogue, and multi-stakeholder engagement. To strengthen strategic advocacy, evidence translation, and knowledge management, BHW seeks a Head of Advocacy and Knowledge Management.
Position Purpose
Programme Manager- Advocacy and Knowledge Management will lead BHW's advocacy and knowledge management functions. The position will on one hand ensure appropriate identification of advocacy topics, collect evidence, forge alliances, develop effective strategies for policy changes and reach policy makers with receommendations. On the other hand, the position will also commission research when required, ensure that research evidence is systematically documented, synthesized, and translated into actionable policy messages. The role bridges research, policy engagement, and communication to enhance BHW's visibility, credibility, and policy influence.
Key Roles and Responsibilities (Head-Level, To-the-Point)
A. Strategic Advocacy and Policy Engagement
Lead BHW's advocacy and policy engagement strategy, ensuring alignment with organizational and national priorities.
Represent BHW in high-level policy dialogues, workshops, and consultations with government, civil society, development partners, and media.
Develop partnerships and alliances with civil society, government, private sector and other relevant actors as needed
Develop and implement appropriate advocacy strategies around identified issues
Ensure documentation of advocacy outcomes and contributions to policy influence.
Monitor national health policy developments to identify advocacy issues and opportunities for strategic engagement.
Oversee translation of research and Regional Chapter evidence into high-impact policy briefs, position papers, and advocacy messages.
B. Knowledge Management Leadership
Guide production of periodic knowledge products: briefs, newsletters, learning notes, and annual reports.
Commission research as required, and support and monitor research implementation and dissemination as needed
Oversee standardization of documentation processes, repository management, and evidence synthesis.
Provide strategic direction for BHW's Knowledge Management framework and support institutionalization of Regional Chapters.
Ensure proper archiving and institutional memory for long-term organizational learning.
C. Communication and Visibility Oversight
Ensure development of external communications, including web content, newsletters, social media, and dissemination materials.
Ensure consistency in branding, messaging, and quality of BHW outputs.
Support strategic media engagement and public communication as required.
D. Coordination and Capacity Building
Provide high-level technical guidance and mentorship to Regional Chapters and program teams.
Facilitate organizational learning, reflection, and knowledge-sharing sessions.
Support senior management in proposal development, donor reporting, and strategic planning.
Duration:
1-year contract (renewable based on performance and funding availability).
Reporting and Performance Monitoring
Reports to Programme Director, BHW.
Performance assessed annually based on deliverables, quality of knowledge products, and measurable advocacy outcomes.
