• Academic background in public health, engineering or an equivalent relevant training
• WEDC 1, WatSan in Emergencies Training and WEDC 2 within MSF are strongly recommended
• Essential, at least 2 years of WatSan related professional experience, preferably within MSF
• Experience in or familiar with implementing and promoting the use of two or more of the following activities (water supply, excreta disposal, waste and waste water management, vector control, and dead bodies management) in two or more different contexts (conflicts, natural disasters, refugee/IDP camps, etc.)
• Desirable public health background or experience
• Local language essential, Chittagonian language preferred.

Supporting the Medical Coordinator/ WatSan Coordinator through delegated tasks and responsibilities, replacing him/her in his/her absence in coordinating the WatSan activities in the mission, participating and collaborating in the implementation of strategies and support to the field in accordance with MSF protocols, standards and procedures in order to enable the development of the mission and optimize the impact of the medical or public health projects
Accountabilities
• Participating actively in the definition and monitoring of annual project planning and budgets and the Emergency Preparation Plan, defining strategies and advising the Medical Coordinator or WatSan Coordinator in the translation of the identified needs into objectives, priorities and resources needed for intervention
• Defining, monitoring, evaluating and ensuring the implementation of the strategies and overall WatSan activities in the mission, making adjustments where needed, according to MSF standards, protocols and procedures. This includes the following:
• Performing initial assessments or exploratory missions in collaboration with medical teams, identifying WatSan needs in the country, the development and leading of appropriate WatSan responses (including emergency scenarios)
• Developing community participation strategies related to the improvement of WatSan practices, engaging local authorities or other non-governmental actors to enhance cooperation, local ownership, and environmental scope of projects in the field
• Ensuring the availability, collection and analyses of multidisciplinary data of any activity impacting health status of the affected population. Undertaking and coordinating operational research work in relation to WatSan technical inquiries in the field, and contributing to WatSan institutional learning on aspects of emergency response and other environmental health themes (Under the guidance of the WatSan Advisor in HQ)
• Ensuring the availability of required WatSan materials and equipment in the mission in collaboration with the Logistics Coordinator and the WatSan Advisor in HQ.
• Implementing centralized WatSan reporting systems, project standards and indicators (quantitative, qualitative and financial) in order to ensure quality, terms and costs in collaboration with other CMT members
• Planning, supervising and implementing, in close coordination with the MedCo +/ or WatSanCo HR Coordinator, the associated processes (recruitment, training, briefing/debriefing, performance evaluation, detection of potential, development and internal communication) of the staff under his/her responsibility in order to ensure both the sizing and amount of knowledge required.
• Ensuring technical support to his/her team as well as to all other teams in the mission
• Representing MSF in meetings with Authorities and other NGOs at the request of the Medical Coordinator or WatSan Coordinator
• Performing tasks delegated by the Medical Coordinator or WatSan Coordinator, as specified in his/her job description
• Support the WatSan Coordinator in the coordination, technical oversight, and harmonization of WatSan activities across projects, ensuring quality implementation, operational continuity, and effective knowledge exchange between sections and projects, in line with MSF standards and priorities.
• Conduct field visits to MSF projects to gain a thorough understanding of operational contexts, technical challenges, and implementation constraints related to WatSan activities.
• Provide technical recommendations related to water supply, sanitation systems, wastewater management, FSM, hygiene facilities, and environmental health, based on field observations and MSF technical standards.
• Support teams in technical design reviews, including the selection, sizing, and appropriateness of equipment and systems, ensuring suitability to context, sustainability, and operational capacity.
• Escalate unresolved technical issues or risks to the WatSan Coordinator in a timely manner.
• Maintain close and constructive contact with project based WatSan teams, Logistics, Medical, and IPC staff to identify operational gaps, risks, and improvement opportunities.
• Ensure that field realities and constraints are clearly communicated to the WatSan Coordinator to inform mission level planning and decision making.
• Support the WatSan Coordinator in translating mission level WatSan strategy into practical, operational guidance for field teams.
• Organise and facilitate inter sectional and inter project meetings between WatSan responsibles to promote:
• Experience sharing on operational challenges
• Identification of innovations and good practices
• Harmonisation of technical approaches and standards
• Contribute to improved technical coherence across projects and sections, in coordination with the WatSan Coordinator and relevant technical platforms (MEDCO, LOGCO, IPC).
• Support the WatSan Coordinator in ensuring consistency and quality of WatSan reporting across mission and projects.
• Contribute to preparedness efforts for outbreaks and emergencies (e.g. cholera, AWD, dengue), including technical readiness and lessons learned from previous responses.
• Assist in documenting lessons learned, technical challenges, and best practices to support institutional learning and continuous improvement.
• Represent MSF in WASH sector meetings as delegated and prepare meeting summaries for the WatSan and Medical Coordinator.
• Contribute to the collection, consolidation, and analysis of technical and operational data from projects.
• Contribute to on the job coaching and mentoring of WatSan staff, in collaboration with project managers and team leaders.
• Facilitate and coordinate short term position swaps, visa-runs and holidays gap.
• Support the WatSan Coordinator in assessing human resource needs and workload distribution across projects.
Permanent Contract. Salary according to level (12) of the internal MSF salary grid (BDT 2,43,000). Salary is not negotiable. Income tax deduction from salary based on current income tax rule. 2 annual leave days per month worked. Medical insurance for employee and direct dependents based on Health Care Policy- Locally Recruited Staff.
There is no provisions for relocation. 2 Festival Bonuses after completion of one year of uninterrupted continuous service.
