Responsibilities & Context: Organizational Background:
Badabon Sangho is a women’s rights organization that works to promote women’s rights to land, water bodies and natural resources, climate justice and gender-based violence. Using gender transformative approach, it builds women’s groups, federations and movements, so that women can raise their voices and claim their rights. Badabon Sangho is only working with marginalized unregistered women groups and workers like fisherfolks, farmers, Harijan, slum dwellers, garments workers, displaced women, survivors, indigenous and migrant workers to promote social justice.
Position Purpose:
The Manager – Monitoring, Evaluation, Learning and Proposal Development provides strategic leadership in organizational resource mobilization, programme development, monitoring, evaluation, accountability, learning, and knowledge management.
The position is responsible for identifying funding opportunities, leading proposal development, strengthening donor and partner relationships, and ensuring the organization secures sustainable financial resources for programme expansion. Simultaneously, the role oversees the design and implementation of organizational MEAL systems to ensure programmes generate credible evidence, demonstrate measurable results, maintain accountability to communities and donors, and foster continuous organizational learning.
The incumbent works closely with programme, finance, operations, and senior management to promote organizational growth, programme quality, donor compliance, evidence-based decision-making, and institutional sustainability.

Duty Station: Dhaka Office with frequent travel to project and field locations

Key Areas of Responsibilities:
MEAL System Development and Planning:
- Responsible to implement the M&E framework of Badabon Sangho with its action plan
- Facilitate result validation workshop with women groups leaders on six monthly basis
- Facilitate annual planning meeting/workshop with team and board members to plan activities
- Lead the process by which M&E framework and five years strategic plan are aligned
- Facilitate monthly Programme-led meetings and Centre Managers meetings and document the decisions
- Facilitate the process by which reporting templates are clear to field team and data are coming accurately and clean
- Visit field and work with field team and projects team to understand their progress and document it clearly
- Oversee routine collection, verification, analysis, and reporting of programme performance data.
- Lead the communication process by updating the website, social media pages and others channels
- Conduct field monitoring visits and data verification exercises.
- Develop dashboards and organizational performance reports.
Proposal Development
- Identify funding opportunities from bilateral and multilateral donors, UN agencies, INGOs, foundations, private sector partners, and CSR initiatives.
- Maintain an updated donor intelligence database and funding pipeline with 20% growth on overall current budget.
- Lead the preparation of Expressions of Interest (EOIs), Concept Notes, Technical Proposals, Grant Applications, and Partnership Proposals.
- Build and maintain strong relationships with donors, partners, consortium members, government agencies, and private sector organizations.
- Prepare regular reports on funding pipelines and resource mobilization performance.
Evaluation, Research and Assessments:
- Lead baseline, midline, end-line evaluations, studies, surveys, and assessments.
- Develop Terms of Reference (ToR) for evaluations and research.
- Supervise consultants conducting external evaluations.
- Ensure quality analysis and dissemination of findings.
- Promote evidence generation to strengthen programme effectiveness.
Learning, Knowledge Management and Documentation:
- Support Programme Officers to document case/change stories and events report on regular and timely basis
- Document best practices, lessons learned, innovations, case studies, and success stories.
- Promote adaptive management using evidence and learning.
Reporting and Information Management:
- Prepare annual result sheet and prepare reports for restricted and unrestricted donors based on LFA and donor’s template.
- Support donor reporting through validated data.
- Prepare organizational performance and impact reports.
Representation and Coordination:
- Represent Badabon Sangho in Funding proposal Development, MEAL, donor, research, and learning forums.
- Coordinate with donors, development partners, consultants, government agencies, and networks.
- Strengthen strategic partnerships and institutional collaborations.
- Ensure compliance with donor requirements and reporting obligations.
- Promote organizational visibility and professional representation.
