Responsibilities & Context:
∎ Take a leading role in developing and implementing an Emergency Preparedness and Response (EPR) strategy
∎ Collaborate with the SMS team, Camp in Charge (CiC), community members, and other camp actors to ensure a comprehensive approach
∎ Conduct contingency planning for natural disasters such as cyclones, flooding, landslides, and fires
∎ Use participatory methods to involve the community in planning processes
∎ Facilitate standard process and quality implementation of various projects/schemes and timely reporting
∎ Necessary logistical arrangement and management of stock and record keeping
∎ Perform disaster risk vulnerability mapping in camps managed by BRAC
∎ Share findings with relevant sector leads
∎ Provide advice on preparedness actions based on vulnerability assessments
∎ Organize and coordinate regular disaster drills at the camp level
∎ Work in coordination with the fire department, Cyclone Preparedness Programme (CPP), and the CiC
∎ Necessary coordination and collaboration with different partners working in the camp
∎ Conduct capacity building and training sessions for various partners on EPR
∎ Develop and implement strategies to enhance staff and volunteer’s capabilities in disaster preparedness and response
∎ Organize and facilitate various events including meetings, training workshops and reporting
∎ Manage and train Site Management Volunteers and Volunteer Block Leaders
∎ Ensure SMS volunteers are equipped with the necessary tools and equipment’s to perform their duties effectively
∎ Produce periodic reports on DRR activities and outcomes
∎ Contribute to BRAC’s organizational learning by sharing insights and best practices from field experiences
∎ Facilitate Early Warning Systems in coordination with Camp Adminstration, the Cyclone Preparedness Programme (CPP) Camp Focal Relevant Partners, and Camp Management
∎ Conduct scenario planning and simulation exercises for likely hazards, such as cyclones, fires, landslides, and floods, to assess and improve response capabilities
∎ Establish pre-positioned supplies and conduct readiness assessments for rapid deployment of resources and teams
∎ Ensure that anticipatory actions, such as household relocations and strengthening of critical infrastructure, are initiated based on hazard forecasts
∎ Develop a comprehensive Emergency Response Plan tailored to the primary hazards in camps, including fire, cyclone, landslide, and flood risks
∎ Implement fire safety protocols, including mobile firefighting units (MFFU) training, evacuation planning, and fire risk awareness for camp residents
∎ Coordinate with relevant actors, including the camp administration, community, volunteers, and humanitarian partners, during all emergency situations
∎ Establish designated safe zones and emergency shelters for cyclone and flood evacuation
∎ Map landslide-prone areas, and initiate slope stabilization measures and early warning systems
∎ Prepare and maintain an inventory of emergency supplies, ensuring materials are on hand for immediate response to post-disaster
∎ Regularly update the Emergency Response Plan in consultation with camp residents, CiC, and other stakeholders, ensuring alignment with local and national DRM protocols
∎ Ensure the safety of programme participants, people who come into contact with the organization and team members from any harm, abuse, neglect, harassment and exploitation including sexual exploitation and abuse (SEA) to achieve the programme's goals of safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment
∎ Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action
∎ Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so
∎ The Specialist, Emergency Preparedness and Response (EPR) will lead camp-level contingency planning and implementation, collaborating with the Camp Manager and other camp actors. The EPR Specialist will oversee the management, supervision, and training of the Site Management Support (SMS) Volunteers, ensuring they are equipped with the necessary skills and tools to fulfill their duties. The EPRS will also conduct regular disaster risk assessments focusing on shelter, WASH installations, and other camp infrastructures. Additionally, the EPRS will be responsible for designing and implementing community-based disaster risk initiatives and exploring innovative interventions. This role requires advanced utilization of incident reporting tools such as MHIRT, VMT, and CAIPP, and will spearhead disaster risk management (DRM) measures across the camp settings.
