Job Context:
∎ IRC-Bangladesh is looking for a dynamic, hardworking and experience Senior Supply Chain Officer- Procurement to be part of operation team under Ukhiya Field Office, where the position will be responsible for procurement of goods, services and works and supporting the procurement function of the IRC program. The position is mainly responsible to manage all procurement activities of Ukhiya Field Office and will be close contract with Procurement Manager and SC Team of Cox’s Bazar. He/She will assist in effectively meeting targets set by the line manager. Actively contribute to improvement the procurement team performance and meeting the goal set in the Operations Scorecard.

∎ Contract Length: 12 Months (with possibility of extension subject to funding, program needs and performance of incumbent)

Job Responsibilities:
∎ Accept PRs from BVA system after review with full clarity and specification for Ukhiya Field Office
∎ Maintain close contract with Procurement Manager and SC team of IRC Cox’s Bazar Office
∎ Ensure all procurement activities as per IRC Procurement procedure, Donor Regulations and Procurement threshold of Bangladesh Operation
∎ Prepare the RFQ and RFP relevant documents, as well as reports including tender reports for procurement & tender committee review
∎ Ensure that all Purchase Requests, Purchase Orders, RFQ and RFPs are tracked from point of planning and request through to final receipt
∎ Ensure procurement of materials, goods and equipment ordered by the projects in a cost-effective and transparent manner in line with IRC and donor specific policies and ensuring Value for Money
∎ Assist in liaising with suppliers to create realistic delivery schedules and compare actual deliveries in order to evaluate supplier performance and responsiveness
∎ Prepare summary of Bids for competitive process and represent in the procurement committee meeting. Ensure VfM is done in the procurement process
∎ Regularly review, update information in BVA system and share the information management databases and trackers to Supervisor/ Sr. Management
∎ Participate in the joint verification of procured goods, services and works and to ascertain the items conformity to Technical Specifications and Quantities (if needed)
∎ Constantly search the market for new suppliers for better service or value for money for IRC
∎ Maintain and update suppliers list for IRC Ukhiya Office and if needed for Cox’s Bazar
∎ Assist in the strategic sourcing for frequently purchased items to ensure agreements with the suppliers and service providers are in place
∎ Assist with the preparation of contracts and amendments of contracts as and when needed
∎ Ensure procurement files are accurate and records are in compliance to IRC and donor procurement policies, filing system is properly established, all soft copies and hard copies of procurement files are accessible and manageable by auditors
∎ Supervise and manage supply chain assistant by providing adequate training and guidance to develop their capacity and meet procurement requirement on time
∎ Prepare and submit payments request to finance and ensure suppliers payment on time
∎ Keep track of supplier performance and share/ updates with line manager and SC team accordingly
∎ Ensure the non-winning suppliers receive notification from IRC about the status of their bids
∎ Conduct duties in accordance with IRC Bangladesh program Standard Operating Procedure (SOPs)
∎ Conduct duties in accordance with the IRC Supply Chain Code of Conduct

Additional Requirements:
∎ Experience of working with Non-Governmental Organizations or UN agencies
∎ Minimum 3 year of experience in Supply Chain/ Logistics
∎ Understanding of local context: Understanding of the local market, local legislation related to contracts, suppliers, contractors and customs clearance, business registration requirements and tax regulations, legal aspects of contracting and contract management
∎ Computer skills: Very good skills MS Word, Excel, Outlook, Power Point
∎ Team Work: Solicit ideas and opinions to help form specific decisions or plans; Effective procurement and contract management skills
∎ Effective Communication: Communicate effectively in written and verbal communication both in Bangla and English
∎ Negotiation Skill: Able to assist in building logics and viewpoints in complex situations and deal with counterparts
∎ Time Management: Able to manage all the projects currently working on as well as the ones that might be undertaking in near future
∎ Strong proficiency in English language
∎ Certification on Office Administration/ Procurement or any other relevant professional degree/ course would be an added advantage
