Responsibilities & Context:
∎ This position will act as the focal point to have responsibilities of purchasing goods & services as required by all programmes/ sectors/ projects of Humanitarian Crisis Management Programme (HCMP) under the supervision of Manager,
∎ Procurement Strategic procurement:
∎ Take lead and contribute functional Procurement including Strategic Sourcing, Framework Agreement. Service Contract for consultant and security services etc.
∎ Perform High Value Procurement Including Construction, ICT, Equipment’s, Medicine & Health Product, Insurance, Vehicle etc.
∎ Assist to ensure Procure to Pay (P2P) /Source to Pay & Process are implemented, identified improvement opportunities and its mitigation plan as and when required
∎ Negotiate through applying right technique for Contract Management and Supplier Performance Management
∎ Liaise with senior procurement staff on specific purchasing projects ensuring that the remit of each project is delivered on time and is compliant with the organizational procurement policy and guideline.
∎ Report against established and defined Key Performance Indicators (KPIs) to measure the progress and success of the procurement.
∎ Operational Procurement:
∎ Develop item catalogue and assist in preparing procurement requisition, including specifications and other relevant fields in it.
∎ Prepare and send RFQ to potential bidders in applicable case, collect quotation within timeline, bid evaluation, commercial evaluation, delivery follow up, bill management, etc.
∎ Visit to market to identify potential suppliers (if necessary). In some cases spot quotation needs to take for emergency goods procurement, post factor approval, etc.
∎ Check and record bills according to requisition and ensuring compliance in bill processing.
∎ Ensure cost effectiveness & cost efficiency together with a range of additional benefits including improved supplier performance, improved quality of service and total cost of performance along with risk management.
∎ Ensure compliance and make sure all procurement activities of HCMP are conducted following the HCMP procurement guideline.
∎ Safeguarding:
∎ Ensure the safety of Programme Participants, people who come into contact with the organisation and team members from any harm, abuse, neglect, harassment and exploitation including sexual exploitation and abuse (SEA) to achieve the programme's goals of safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
∎ Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
∎ Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so.
