Job Responsibilities:
∎ Planning and Implementation:
∎ Assist in reviewing and developing monitoring evaluation and learning (MEL) plan for the project titled: USAID's Shomota (Equality) in line with Bandhu MEAL plan.
∎ Assist in developing appropriate monitoring systems (Result Framework with indicators) & tools for project and tools user guideline in both in English and Bangla for filed staffs.
∎ Assist to the program team for developing the project workplan by using USAID prescribe format.
∎ Identify, Analyze and design
∎ Assist for updating of the recording, reporting, supervision and monitoring tools, forms, formats, etc. in coordination with the Manger-MEL and central M&E team of Bandhu.
∎ Develop and finalize all the tools in accordance with quality assurance, organizational different projects and USAID as per needs
∎ Identify gaps in program implementation through progress analysis and provide technical assistance for the improvements with necessary modifications in plan and design for Bandhu and partner staffs.
∎ Facilitate the development of on-site data verification/quality assessment methods for field level program implementation of Bandhu as well as Community Based Organizations (CBOs)/Self-help Groups (SHGs), platforms, networks.
∎ Staff Development and Capacity Building
∎ Orient the CBOs/SHGs, platforms, networks at field level to make them understand on program goals with sufficient knowledge and skill to implement the project following the monitoring protocols
∎ Identify the gap of capacity and conduct training for improving M&E skills among the project key and field staff regularly.
∎ Provide support in monitoring the quality-of-service delivery and ensure that appropriate steps are taken to enhance services.
∎ Conduct regular filed monitoring visit at filed level and provide the technical guidance to CBOs/SHGs, platforms, networks for their capacity improvement to better implementation of project activities
∎ Provide feedback and present quarterly report to management indicating the qualitative and quantitative activities as per work plan.
∎ Provide support to improve and enhance Current Monitoring Systems.
∎ Monitoring and Evaluation
∎ Evaluate the qualitative and quantitative achievements as per work plan in accordance with the organizational Mission/Goals.
∎ In collaboration with specialist-Capacity building and empowerment and all Program staff, develop and implement appropriate monitoring systems within all programs including all CBOs/SHGs, platforms, networks offices.
∎ Provide technical support among the CBOs/SHG platforms, networks and service centers of Bandhu on quality service delivery of the project activities.
∎ Develop the field monitoring checklist and conduct regular visits to Bandhu Service Centers and CBOs/SHGs, platforms, networks for quality program implementation.
∎ Assist Manager-MEL to develop ToR, RFP for external consultant of different study, evaluation and assessment and also assist to consultant for conducting different qualitative research, assessment and studies or evaluation of the project.
∎ Conduct Data Quality Assessment (DQA) using prescribe checklist and provide the feedback to program team of Shomota Project.
∎ Design and conduct a range of annual survey/assessments in line with the stated outputs and outcomes of USAID's Shomota Project and Bandhu Strategic Framework (SF).
∎ Ensure proper functioning of project M&E plans, track the activities and processes in the implementation sites.
∎ Take the lead to assessment of program and Implement M&E Plan at each field Implementation site.
∎ Understanding of the collaboration, learning and adapting (CLA) & ensure use of existing evidences to promote and improvement
∎ Understanding of Geographical Information System (GIS) and input data in USAID's GIS software.
∎ Data input in USAID's Developments Information Solution (DIS) software or other MIS system as per requirement and regular monitor MIS/Dashboard for functioning smoothly.
∎ Provide necessary guidance on promising/ best practice documentation among the project and CBOs/SHGs platforms, networks staffs.
∎ E-Reporting
∎ Review the periodic progress reports which produced by the CBO's/SHG's, platforms, networks or services centers and provide necessary feedback to finalize their reports.
∎ Compile all CBO's/SHG's, platforms, networks or services centers data in one file and produce the project periodic progress and provide the necessary feedback to the program team.
∎ Assist the Team Leader to produce the project periodic reports and provide the compile data with analysis graph, table, diagram and necessary interpretation as per reporting requirements.
∎ Documentation of best practice or success story as evidence and project learning for future designing of project activities
∎ Perform any other duties that may be assigned by supervisor and management.
