Responsibilities & Context:

A. M&E System Development and Governance

  1. Review, update, and develop M&E policies, guidelines, and standard operating procedures for the GC7 project in alignment with Bandhu’s organizational frameworks and donor requirements.

  2. Set and refine performance monitoring indicators in line with project log frames, results frameworks, and organizational strategic goals.

  3. Improve and strengthen existing monitoring systems, including periodic review and enhancement of the MIS to ensure accurate and timely data entry.

 

B. Planning, Tools, and Data Management

  1. Develop and prepare standardized monitoring tools and formats, including monthly, quarterly, and annual data collection and reporting templates.

  2. Assist program teams in developing and operationalizing monitoring and data collection plans.

  3. Ensure systematic implementation of monitoring data collection processes across projects and field locations.

  4. Assist in reviewing and developing grant specific monitoring and evaluation (M&E) plan in line with Bandhu MEAL plan.

 

C. Monitoring, Quality Assurance, and Field Oversight

  1. Monitor the quality-of-service delivery across programs and recommend corrective actions to enhance effectiveness and compliance with standards.

  2. Ensure quality implementation of interventions by spending approximately 40–50% of working time in the field and providing structured written feedback after each visit.

  3. Conduct routine quarterly data verification and validation visits using approved checklists.

  4. Provide continuous technical guidance to M&E team members on monitoring tools, checklists, feedback mechanisms, and problem resolution related to field monitoring.

 

D. Reporting, Learning, and Management Feedback

  1. Prepare, review, and submit all monitoring and performance reports, including monthly, quarterly, half-yearly, and annual reports, in line with donor (The Global Fund), PR (icddr,b) and organizational requirements.

  2. Work closely with program departments to produce high-quality project and organizational reports.

  3. Provide analytical feedback on quarterly reports to senior management to ensure programs remain on track in terms of quality, quantity, and strategic alignment.

  4. Provide regular evidence-based inputs on program quality and service delivery to all projects and field programs of Bandhu.

 

E. Evaluation, Research, and Assessment

  1. Conduct formative research and develop research and study protocols for data collection.

  2. Implement evaluation plans, including baseline, midline, endline, and other assessments, and oversee related data collection activities.

  3. Evaluate qualitative and quantitative achievements against approved work plans, organizational mission, and strategic goals.

  4. Design and conduct impact assessments aligned with project outputs and outcomes and donor expectations.

  5. Analyze research and evaluation data and prepare comprehensive analytical reports and knowledge products.

 

F. Coordination and External Engagement

  1. Coordinate and support internal and external evaluation teams during project evaluations.

  2. Arrange, facilitate, and disseminate findings from research studies and assessments.

  3. Coordinate with external researchers and consultants during research and evaluation assignments.

  4. Maintain regular communication with PR (icddr,b) and respond to their requirements related to information, data collection tools, reporting formats, evaluation processes, and knowledge management initiatives.

 

G. Team Leadership and Capacity Strengthening

  1. Manage the Monitoring and Evaluation Unit and supervise the performance of M&E staff.

  2. Assist in identifying capacity-building and training needs for M&E staff and relevant program teams.

  3. Prepare periodic performance and progress reports on the M&E unit and its staff.

  4. Participate, when required, in the recruitment and selection of M&E staff.

 

H. Coordination, Communication, and Organizational Support

  1. Organize and facilitate monthly coordination meetings with departmental heads, particularly the program department.

  2. Support donor compliance by assisting in the preparation of project reports as per specific donor requirements.

  3. Perform any other duties assigned by senior management in support of Bandhu’s mission and organizational priorities.
