Job Context:
∎ JOB PURPOSE: Under the supervision of the Head of Pooled Fund, the Senior Manager - Operations & Coordination will strengthen and enhance the coordination between PFL and the partner NGOs, local government agencies, local influentials and local stakeholders support the PFL to organise any cross-learning sharing sessions or meetings at Cox’s Bazar and provide technical advice and provide support to the partner NGOs. The senior manager shall act as the coordinator and bridge between the NGO portfolio of the Pooled Fund and provide the administrative and financial management to the Pooled Fund. Additionally, the Senior Manager of Operations & Coordination will assist the Head of Pool Fund in the overall program management.
∎ SAFEGUARDING RESPONSIBILITIES:
∎ Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the programme’s goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
∎ Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
∎ Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.
Job Responsibilities:
∎ Coordination:
∎ Contribute to strengthen communications between the Pooled Fund Unit and partner NGOs to ensure appropriate programme management, programme implementation and sharing lessons learnt from catchment area to Pooled Fund Head office for cross-learning of BRAC senior management team.
∎ Coordinate and maintain between liaison among partner and team of Pooled Fund to ensure smooth communication in addition to keeping the team members updated.
∎ Plan regular updates for all Pooled Fund unit and senior management and facilitate cross-learning between all stakeholders involved.
∎ Coordinate and monitor the programmatic activities in alignment with the financial resource
∎ Coordinate and collectively draft the monthly expenditures with possibilities of budgetary revisions.
∎ Flag any relevant issues relating to partner NGOs with the senior management of Pooled fund unit both verbally and in writing.
∎ Coordinate with the finance management team and contracting arrangements with partner NGOs. Additionally, monitor financial and substantive assessment of the project.
∎ Coordinate with internal audit to ensure auditing of partner NGOs and ensure that audit feedback are timely and appropriately incorporated.
∎ Operations:
∎ Identify and propose local acquisitions, local procurement facilities and local utilisation of funds in alignment with the overall objective of PFL.
∎ Develop briefs and writeups and share best practices and successes with NLRs and donor partners
∎ Collaborate with the Senior Manager MEAL, KM and Reporting to ensure appropriate functioning, monitoring, evaluation and reporting system for the fund.
∎ Consolidate monthly, quarterly, semi-annual and annual progress reports and publish the reports in hard copy and/or online.
∎ Establishing performance/success criteria relating to portfolio management;
∎ Support the organisation of capacity enhancement sessions for partner NGOs in Cox’s Bazar. Additionally, provide support to donor meetings, consultations, strategic meetings and meetings with PLR partner NGOs, and any other meetings specific to PFL.
∎ Provide technical advice and support to NGOs partners by:
∎ Solicit technical assistance in defining the Risk Management areas and adopting risk averting mechanisms to mitigate risks during the implementation of PFL project. The risks and mitigation plan would be developed in a way to meet donor requirements.
∎ Keeping the management of Pooled Fund updated on project implementation, possible risks, breach of contractual obligation and/or violation of integrity.
∎ Maintain a good working relation with Camp-in-Charge (CiC), local government entities, local influentials and local stakeholders to ensure that the operations are implemented unhindered. Additionally, support and transfer skills to NLRs in adopting a similar approach to make project implementation easier.
