Job Context:
∎ JOB PURPOSE: This role carries overall responsibility for MEAL, KM & Reporting within the Pool Fund Project, including coordinating, implementing, and facilitating roll-out Monitoring, Evaluation, Accountability and Learning (MEAL) systems, and knowledge Management & Reporting. The position will bring significant experience and fresh ideas to lead on MEAL system implementation, review and evaluations, MEAL budgeting, recruitment, as well as support to proposal writing and log frame development. The post holder is also responsible for having standard operating procedures and frameworks in place for M&E and accountability to beneficiaries. S/He will support capacity development of the Pool Fund teams to improve Rohingya Community MEAL and Reporting systems. In addition to that, Senior Manager (MEAL, KM & Reporting) position is also responsible for managing operational issues of the department, such as work plan preparation, budget preparation and facilitating audits for the Pool Fund. S/he will ensure that the programme has evidence-based knowledge to inform the direction of the programme from assessment and regular programme monitoring documents. The position will work closely with the Head of Pool Fund.

Job Responsibilities:
∎ Strategic:
∎ Adhere to Pooled Fund’s Monitoring, Evaluation, Accountability and Learning (MEAL),Knowledge Management (KM) and Reporting standards and protocols.
∎ Provide technical support to Head of Pooled Fund and Senior Director on data collection and tools for output and activity tracking, and during the development of funding proposals, particularly log frames and M&E Plans (MEPs).
∎ Evaluate, develop, maintain, and improve the functionality of Pooled Fund’s MEAL, knowledge management and reporting systems to support evidence-based programming, measurement of goals and outcomes, decision making and advocacy.
∎ Coordinate MEAL, KM and Reporting programme reporting tools and ensure alignment.
∎ Collate and consolidate PFL information relating to reach, coverage, and short-term outcomes to contribute to improved advocacy, communications, and project learning.
∎ Facilitate management of external evaluation processes or lead on internal evaluation activities.
∎ Set up a knowledge management system, collating lessons learnt from programme implementation in collaboration with Head of Pool Fund.
∎ Assist PFL teams to develop learning agendas and work closely with them in identifying learning and priorities, and cascade that process to project level.
∎ Ensure synthesis of key learnings are documented and fed into proposal development and advocacy planning processes.
∎ Operational:
∎ Conduct programmatic and financial monitoring over Pooled Fund for Localisation allocations.
∎ Monitor local NGO’s report progress using harmonized template & Indicators
∎ Monitor capacity strengthening plans prepared for the local NGOs are implemented properly.
∎ Conduct the baseline, periodic assessment and endline of the project implemented by the local NGOs.
∎ Support the Head of Pooled Fund to develop and implement workplans for MEAL activities, as well as participate in project kick-off, review, and closure meetings.
∎ Work with national and local government to ensure inclusion of clear plans for learning and accountability mechanisms within project plans.
∎ Organise monthly/quarterly Lessons Learned Workshop that brings together internal and external stakeholders.
∎ Support Pooled Fund teams to develop learning and accountability related activities (as needed), within the framework.Build capacities across the project to facilitate and create ‘informal learning spaces’ in the work environment, to support free flow and exchange of information and learning across all levels.
∎ Create, maintain, and update collections of knowledge products including Pooled Fund documents, programme fact sheet, articles, brochures, presentations, training materials and other global content.
∎ Organise training/workshop on topics related to learning and accountability mechanisms.
∎ Find innovative ways of promoting Learning and Knowledge sharing through existing platforms.
∎ Find innovative ways of ensuring proper feedback/complaint and response mechanism (FCRM)
∎ Knowledge Management:
∎ Develop harmonised reports for all allocations against sector serviced every quarter for donors.
∎ Ensure continuous analysis of Financial Crime Risk Management (FCRM)information in coordination with staff associated with Pooled Fund; and identify potential problems and inputs to improve the overall programming and operations
∎ Jointly conduct reflection and learning sessions regularly with partner NGOs
∎ Arrange for proper archiving and use of learnings
∎ Communicate research findings with research bodies for the possible use of the learnings for further research.
∎ Administrative:
∎ Provide necessary technical support to Head of Pooled Fund in designing Monitoring, Evaluation, Accountability and Learning tools, data analysis and report writing
∎ Ensure direct/indirect supervision of respective other staff
∎ People:
∎ Maintain regular coordination with Pooled Fund teams
∎ Capacity development of Pooled Fund staff regarding need assessment, planning, conduct training, and follow up
