Job Context:
∎ JOB PURPOSE: The Senior Manager, Grant Management will support the pooled fund in strategic and operational stewardship over donor resources by applying relevant systems, policies, procedures, and tools to ensure that grants and contracts are donor compliant and best serve the organizational mission. The position will manage a grants team and administer grants and procurement processes, Under the direct supervision of the Head of Pooled Fund, the Senior Manager, Grant Management will be responsible for ensuring that the pooled fund adheres to all its grant management obligations internally within BRAC and externally with donor/s. This position is empowered to make recommendations for improvements needed within the pooled fund grant management system to support donor compliance. The position will work closely with the Head of Pool Fund.
∎ SAFEGUARDING RESPONSIBILITIES:

∎ Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.
Job Responsibilities:
∎ Strategy
∎ Expected to productively participate in meetings and shape strategy for the pooled fund, both within grant management remit and beyond.
∎ Ensure internal or external grant management audit findings are correctly actioned.
∎ Participates in representation visits to donor/external fora on behalf of the pooled fund.
∎ Negotiate contract terms with donors directly on behalf of the Pooled Fund Unit.
∎ Work with the Head of Pooled Fund and affiliates to diagnose capacity-building needs for the PFL in grant management and implement action plans to address them.
∎ Coordination
∎ Evaluate all research and monitor all results in coordination with managers and manage all communication with researchers and accounting departments.
∎ Collaborate with staff and other stakeholders; prepare internal reports for same and submitted status reports to seniors as required
∎ Coordinate and negotiate grant management to improve overall pooled fund operations/functions.
∎ Coordinate and negotiate the drafting process of financial and narrative reports among the relevant colleagues of pooled fund , ensuring submission deadlines are met and providing/submitting high-quality reports.
∎ Liaison with the donor/affiliates regarding any clarifications on reporting or changing donor requirements and inform team members accordingly; update tracking systems.
∎ Facilitates Kick-Off meeting/s with the donor.
∎ Facilitates monthly/quarterly ‘Grant Review Meeting/s’ with diverse stakeholders, takes notes, and follows up to ensure completion.
∎ Facilitates close-out meeting/s and actions.
∎ Communicates with affiliates regarding donor-related issues that require escalation.
∎ Analyses issues and resolves them through collaboration with other teams.
∎ Compliance
∎ Monitor programme budgets and expenditure and coordinate with Programme Manager and ensure effective programme.
∎ Actively engage with the Head of Pooled Fund on complex donor compliance issues.
∎ Support adherence to complex donor compliance requirements across the pooled fund.
∎ Support the rapid assessment process by reviewing all calls for proposals with a compliance lens.
∎ Identify compliance risks and advises on the necessary measures, and thus supports the risk management.
∎ Support the donor contract review process by reviewing contracts with a compliance lens.
∎ Assist team members of the pooled fund to ensure all opportunities, proposals, contracts, and amendments follow BRAC processes.
∎ Ensure vetting of all partners is complete and evidenced.
∎ Draft sub-grant agreements (If any) using endorsed template packages and ensuring that all donor compliance requirements are passed down.
∎ Analyse
∎ Analyse all processes, provide enhancements to all grant programs if required and manage all grant management processes according to policies and procedures.
∎ Monitor and analyse all budget trends and make recommendations for cost control for various grants.
∎ Understand and have familiarity with the pooled fund budgeting process and cycle.
∎ Support review of proposal budgets to ensure correct budget template and identify questionable costs from donor compliance perspective.
∎ Perform monitoring of grants, grant spending, and portfolio spending and perform further analysis to aid in the resolution of issues identified.
∎ Maintain portfolio, pipeline and reporting tracker for the pooled fund.
∎ Portfolio Management
∎ Use grant management systems and tools and monitor the pooled fund portfolio.
∎ Lead regular grant reviews and other monitoring across the allocated portfolio.
∎ Provide regular management information to the Head of Pooled Fund on the performance of the active portfolio (Key Performance Indicators).
∎ Identify issues in the active grant portfolio and apply problem-solving skills to resolve these.
∎ Support the pooled fund team to develop action plans to address issues highlighted by grant metrics and indicators and implement those actions.
∎ Capacity Building
∎ Building capacity of junior staff/subordinates and promoting learning in the grant management team, as applicable.
∎ Encourage professional development among the grant management team.
∎ Develops training materials and carries out training of staff.
∎ Systems
∎ Maintain records of all payments manage all change requests and perform research on all grant issues and prepare monthly records for all grant related activities
∎ Administer grant records and evaluate financial reports to analyse all annual progress and perform a review on grant expenditure
∎ Evaluate all budgets and analyze all costs according to budget and ensure work within the appropriate deadline.
∎ Resolve all tax and administrative issues and recommend improvements to various systems.
∎ Maintain and documents spreadsheets for all billings and prepare appropriate reports for cost allocation.
∎ Act as the lead on the pooled fund grant management system, its reporting functions and ensure adherence to system guidelines to promote data quality.
∎ Develop expert knowledge of grant management system & dashboard functionality, maintain up-to-date data and use those data for decision making.
Additional Requirements:
∎ Proficient in the use of financial management software including spreadsheets and databases, required
∎ Prior grants management experience and familiarity with European (GAC, FCDO, DFAT, , ECHO, SIDA, SDC) and UN (UNICEF, UNHCR) donor regulations, procedures and requirements will be an advantage.
∎ Strong understanding of the institutional fundraising market and donor engagement activities.
∎ Knowledge of the requirements of major institutional donor/s, including budgeting, eligibility issues, compliance management, and reporting; experience in engaging with donor/s at a strategic level.
∎ Good understanding of a high understanding of programme operations.
∎ Possess an understanding of the entire grant cycle, including the proposal development phase.
∎ Knowledge of the context in Bangladesh, preferably within the Rohingya Crisis
∎ Fluent communication (written and spoken) in Bangla and English
∎ Knowledge of the requirements of major institutional donor/s, including budgeting, eligibility issues, compliance management, and reporting; experience in engaging with donor/s at a strategic level.
∎ Good understanding of a high understanding of programme operations.
∎ Possess an understanding of the entire grant cycle, including the proposal development phase.
∎ Understanding of the financial aspects of grant management, ability to work with the Finance department on grant management issues.
∎ Strong attention to detail, problem-solving skills, and ability to analyse trends.
∎ High proficiency with computers, particularly Google Suite, MS Office, net browsing, financial systems, and Cloud Computing (Google Drive/ Dropbox).
∎ Patient, adaptable, innovative, able to improvise, and has the competency to communicate clearly and effectively under pressure.
∎ High organisational skills and ability to work in a global environment.
