Educational Requirements:
∎ Masters in Finance/Accounting/Economics/Business Administration from any recognised university or Professional Accounting qualification from any internationally recognised institute of accountancy with minimum 2nd division/class or equivalent GPA/CGPA in all academic examinations.

Job Responsibilities:
∎ Lead and supervise the finance function in the programme and manage the finance employees to ensure the implementation of all activities in accordance with project or activity budgets and safeguard efficient and effective financial and risk management.
∎ Develop and provide support to implement finance strategy and analyse, identify and present financial opportunities and threats to top management.
∎ Prepare, analyse and present strategic financial plan, annual and project budgets, financial and donor reports.
∎ Review the actual expenditures against budgeted expenditures, targets and milestones; identify and manage under/overspend and provide variance analysis and justification to top management.
∎ Manage legal issues, internal audit and financial controls and advice respective stakeholders on financial systems and audit procedures.
∎ Ensure that all financial expenditures are consistently aligned with specific grant and programme budgets throughout the grant/fund period.
∎ Research & analyse financial data and extract and define relevant information for the purpose of determining past financial performance and/or project financial probability of business venture.
∎ Lead to prepare proposal budgets before submission determine the level of financial support and resource capacity needed for implementation, and ensure appropriate costs are included.
∎ Prepare budget narratives and supporting notes to accompany proposals.
∎ Prepare, review, modify as needed, and ensure department and project budgets are accurate, realistic, cost-effective and aligned with compliance standards, BRAC strategy and SDP’s overall goals.
∎ Manage organisational cash flow and forecasting by working closely with senior leadership staff.
∎ Review and monitor the grant agreements and sub-agreements for project partners.
∎ Monitor the performance of all grants with respect to the activities, deliverables, and milestones agreed upon in their funding proposals, working closely with BRAC Finance and PRL Programmes.
∎ Support business development team to develop business cases, new project development and financial analysis.
∎ Lead the creation of FD-6, FD-7, government’s reports, financial proposals, guidelines, SOPs, and various strategic documents.
∎ Maintains relationships with current and potential donors and networks with other donors, and government.
∎ Oversee and enforce the system for the procurement of all goods and services, following BRAC’s rules and regulations, where applicable.
∎ Supervise programme administration team to efficiently manage administrative systems and procedures as per organisational guideline and management requirements.
∎ Manage and improve the day-to-day administrative and financial operations of the project.
∎ Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the programme’s goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
∎ Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
∎ Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.

Additional Requirements:
∎ Strong knowledge on finance, accounting, business development, business management, economics and skills sector in Bangladesh.
∎ Skills in developing business proposals, forecasting, planning and modeling skills.
∎ Strong IT literacy with highly developed computer skills (experience in the usage of computers and office software packages, SPSS, STATA and relevant software).
∎ Experience of financial and operational analysis, budgeting and forecasting.
∎ Competencies in people management, managing profitability, strategic planning, forecasting and corporate finance.
