∎ Master's in any discipline preferably in Disaster Management/ Development Studies/ Social Science or similar discipline from any recognised university/ institutions
∎ At least 5 year(s)
∎ JOB PURPOSE: Responsible for the overall management and implementation of the project activities at the Upazila level, and staff involved in the project along with the coordination and collaboration of BRAC Humanitarian Programme (BHP). He/she will be accountable for the successful delivery of the goal and outcomes of the project, regularly monitor and report the progress in achieving them, ensure coordination with key stakeholders such as local government institutions, PIOs, other humanitarian actors, local leaders, CBOs, etc. He/she will also be responsible for ensuring that the activity follows the project log frame, implementation plan and budget.
∎ SAFEGUARDING RESPONSIBILITIES:
∎ Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the programme`s goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
∎ Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action
∎ Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so
∎ Plan, manage and oversee the different steps and stages of project execution and ensure the accomplished the activities as per design
∎ Develop strategic guidelines for beneficiary selection, cash for work, WASH and Complaint Response Mechanism (CRM) implementation in an effective and efficient manner
∎ Lead in managing the project resources (budget and human resources) properly for maximum cost-effectiveness and efficiency
∎ Travel frequently to the field (at least 50%), monitor progress and identify risks for timely action and early resolution
∎ Update and suggest programme senior management on the direction, strategies and technical issues of the project
∎ Ensure effective integration of the cross-cutting issues into the project in close collaboration with colleagues in BRAC within and other projects
∎ Provide technical guidance in the implementation of project activities and adapt accordingly
∎ Provide guidance to the team members on programme quality standards, management quality procedures and DRR best practices
∎ Determine staff technical capacity building needs and make arrangements for necessary training, feedback, guidance and support to ensure optimum performance
∎ Supervise staff to ensure the timely, efficient, and impactful implementation of the project
∎ Lead in preparing and disseminating project reports (progress, financial, etc.) for management information, oversight and action in a timely manner
∎ Ensure that environmental, resilience and sustainability issues are considered in the project activity implementation
∎ Collaborate with both internal and external partners and stakeholders to ensure the desired outcomes
∎ Ensure compliance for all actions and activities with organisational rules, regulations, policies, strategies and internal control mechanisms and the achievement of results according to the principles of results-based management
∎ Sound knowledge on the disaster management framework of Bangladesh
∎ Sound knowledge on global, regional and national level humanitarian architecture
∎ Sound knowledge on the sphere and all other humanitarian frameworks and standards
∎ Excellent team-building and leading capacity and ability to work under pressure and deadline
∎ Excellent analytical thinking, decision making and report writing skills
∎ Have strong written and oral communication skills both in English and Bengali
∎ Have proficiency in computer skills with all Microsoft Office (MS Word, Excel, PowerPoint, etc.)
