Responsibilities & Context:
∎ Oversee/supervision of site preparation activities, including leveling, dressing, and creating access routes for SWM and WASH infrastructure projects
∎ Train and manage CfW (Cash for Work) volunteers, ensuring gender inclusivity and safety compliance to enable efficient operations
∎ Lead the supervision of civil construction works, including landfill and other WASH infrastructure, ensuring compliance with environmental, safety, and quality standards
∎ Coordinate with contractors to implement drainage systems, leachate treatment facilities, gas venting systems, and other critical infrastructure
∎ Manage the construction of essential facilities, including office spaces, storage units, vehicle sheds, and sanitation facilities within the project site
∎ Supervise the installation of solar-powered water systems, night lighting, and other critical facilities to ensure operational safety and sustainability
∎ Prepare technical drawings (AutoCAD), BoQ/Cost Estimates, and Tender documents for SWM and WASH infrastructure projects
∎ Revise and support the design of the construction/rehabilitation work plan, monitoring adherence to milestones and deadlines
∎ Source and procure necessary tools, equipment, and PPE from local suppliers to meet project requirements
∎ Coordinate with stakeholders for specialized machinery procurement, ensuring timely delivery and cost-effectiveness
∎ Oversee daily and ad-hoc site operations, including waste receiving, segregation, disposal, and regular inspections of leachate and gas collection systems
∎ Verify work at the site and recommend payments for contractors or casual laborers as needed
∎ Ensure adherence to environmental regulations and UNDP’s Social and Environmental Standards by monitoring air quality, leachate management, and overall waste disposal practices
∎ Develop, review, and implement Standard Operating Procedures (SOPs) for SWM and WASH infrastructure, incorporating field observations and best practices
∎ Create clear infrastructure monitoring tools, such as checklists, and establish reference standards for WASH infrastructure
∎ Develop and maintain effective communication with local authorities, community leaders, and contractors throughout project phases
∎ Represent BRAC’s role and objectives as an NGO, ensuring alignment with all stakeholders for smooth implementation
∎ Develop and execute contingency plans for emergency waste management during disasters, with a focus on volunteer and staff safety
∎ Prepare and submit weekly, monthly work plans, and progress reports, documenting site operations and project expenditures
∎ Conduct feasibility studies and reports for SWM, analyzing waste characteristics to establish context-specific solutions
∎ Recruit, train, and manage site engineers, field facilitators, and CfW volunteers, ensuring ongoing capacity building and adherence to safety standards
∎ Monitor project budgets, track expenditures, and ensure timely corrective actions to maintain financial alignment with project goals
∎ Ensure the safety of Programme Participants, people who come into contact with the organisation and team members from any harm, abuse, neglect, harassment and exploitation including sexual exploitation and abuse (SEA) to achieve the programme's goals of safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment
∎ Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action
∎ Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so
∎ Project Engineer, WASH will solely be responsible for construction & managing Sanitary Landfill and effective operation of waste management plant in Cox’s Bazar, preparing WASH structural design and development. More responsibilities will be given emphasis to preparation of detail implementation plan and guideline, detailed activities and work plan, operational processes and timely budget expenditure of field level implementation of the WASH activities in association with project team.
∎ 1. Site Preparation and Development:
